Where will citizens apply for the issuance of chip-based passports in Vietnam?
Pursuant to Clause 3, Article 15 of the Law on Exit and Entry of Vietnamese citizens 2019, the location of the application for a universal passport with a chip is as follows:
A citizen shall apply for the issuance of a passport for the first time at the immigration authority of the provincial police authority where he/she temporarily or permanently resides;
In case he/she has Citizen Identity Cards, he/she shall apply at the immigration authority of the provincial police authority wherever suitable.

Based on the contents of the annotation in Form TK01 issued together with Circular 68/2022/TT-BCA, the instructions for filling out the latest application form for issuing ordinary passports in Vietnam are:
- Applicant shall fill in the information as required by the form.:
+ Full name, Middle name and first name;
+ Gender;
+ Date of birth;
+ Place of birth (province, city);
+ Citizen identification number/ identity card number; Date of issue;
+ Ethnicity;
+ Religion;
+ Phone number;
+ Permanent residence registration address;
+ Occupation;
+ Name and address of the working agency (if any);
+ Father information: Full name, Date of birth;
+ Mother information: Full name, Date of birth;
+ Spouse information: Full name, Date of birth;
+ Last ordinary passport number (if any);
+ Requests;
- The photo must be 4 cm x 6 cm and taken in the last 6 months, in full-face view directly facing the camera without head covering, without eyewear, in formal clothing, and in front of a white background.
- Last name, middle name, and first name in all caps.
- Write name of country if the applicant is born outside of Vietnam.
- In "Requests": Specify whether the passport is issued for the first time or the second time or so forth; and another request (state reason). Tick an (x) of respective field when applying for electronic chip/non-electronic chip passport.
- "Confirmation of the Chief of Police authority of wards/communes/towns": Applicable to incapacitated persons, persons having cognitive and behavioral control difficulty, and persons under 14 years of age. Police Chief of Ward, Commune, Town of permanent or temporary residence shall verify information and photo fixed on the application; append adjoining seal on the fixed photo.
- Legal representative of an incapacitated person, person having cognition or behavioral difficulty, or person under 14 years of age shall sign on their behalf
What does the application for domestic issuance of ordinary passports in Vietnam include?
Based on the provisions of Clause 2, Article 15 of the Law on Exit and Entry of Vietnamese citizens 2019, the application for domestic issuance of ordinary passports in Vietnam includes:
- Copies of birth certificates or extracts thereof with respect to persons under 14 years of age; and
The most recently issued regular passports with respect to persons who have been issued with passports; in case of lost passports, attach notice of loss or notice of receipt of competent agencies specified in Article 28 of this Law; and
- Photocopies of ID cards or Citizen Identity Cards with respect to changes to personal information compared to information in the most recently issued passports; and
- Verified photocopies of documents issued by competent agencies proving authorized legal representatives for incapacitated persons, persons having limited recognition or behavioral control as specified in Civil Code and persons under 14 years of age. In case photocopies are not verified, present master registers for examination and comparison.
How long does it take to receive the results of issuing passports in Vietnam?
Pursuant to Clause 7, Article 15 of the Law on Exit and Entry of Vietnamese citizens 2019 as follows:
Domestic issuance of regular passports

7. Within 8 working days from the date of receipt, immigration authorities of provincial police shall return results to applicants. Within 5 working days from the date of receipt, immigration authorities of Ministry of Public Security shall return results to applicants. Processing times for cases specified in Clause 4 of this Article shall last no longer than 3 working days from the date of receipt. In case of delayed issuance of passports, immigration authorities shall respond in written form and state reasons.
Thus, according to the above provisions, within 5 working days from the date of receipt, immigration authorities of the Ministry of Public Security shall return results to applicants. In case the application is submitted to the Immigration Department of the Police authority of the province or centrally-run city, the time limit is 08 working days.
