What standards are required for the appointment to the position of Deputy Minister according to the latest regulations in 2024?
Who is a Vice Minister?
Pursuant to Clause 1 of Article 10 Decree 29/2024/ND-CP, it reads as follows:
Vice Minister
The Vice Minister is the deputy of the Minister, the Head of an agency equivalent to a ministry (hereinafter collectively referred to as the Minister), assisting the Minister in leading, directing, and managing one or several sectors, fields, or professional tasks according to the assignment of the Minister; responsible to the Minister and the law for the duties and powers assigned.
The position of Vice Minister is the deputy of the Minister, the Head of an agency equivalent to a ministry.

What are the qualifications to be appointed as Vice Minister?
Pursuant to Clause 2 of Article 10 Decree 29/2024/ND-CP, the criteria to be appointed as Vice Minister are as follows:
(1) General criteria as specified in Section 1, Chapter II Decree 29/2024/ND-CP, including:
- Standards of political ideology;- Standards of ethics, lifestyle, and organizational discipline;- Educational qualifications;- Competency and reputation standards;- Health, age, and work experience standards.
(2) Specific criteria for the Vice Minister position are as follows:
- Possessing an objective, comprehensive, dialectical, historical viewpoint; deeply understanding laws, state management of the sectors, fields, and international practices;- Having the capability to: Provide strategic advice on the sector’s or field’s development issues; direct the formulation and effectively implement legal documents, projects, proposals, programs, and annual work plans of the sector or field; direct or directly resolve challenging and complex matters in the sector or field; direct administrative reform, public service policies, and official duties; direct inspections, examinations, and law enforcement processes; direct solving requests, complaints, and denouncements from organizations and citizens under their authority; ensure coordination between ministries and central authorities and between central and local levels for consistent and effective execution of the Communist Party’s policies and laws;- Holding positions such as: General Director and equivalent; Deputy General Director and equivalent (having previously held positions such as Directorate Chief and equivalent under the Ministry); Directorate Chief and equivalent under the Ministry; Vice Chairman of People's Councils or People's Committees at the provincial level or equivalent positions or titles as specified by competent authorities.
How must a Vice Minister meet standards of political theory and state management?
Pursuant to Article 6 Decree 29/2024/ND-CP, to be appointed as Vice Minister, one must meet political theory and state management standards as follows:
- Possess a bachelor's degree in politics or advanced political theory or advanced political-administrative theory or have a certification equivalent to an advanced level in political theory as recognized by a competent authority;- Hold a certification in advanced knowledge and skills in state management for senior official ranks and equivalents.
Additionally, Article 34 Decree 29/2024/ND-CP specifies adjustments for Vice Ministers who do not meet standards for political theory and state management:
- They must meet the standards within 36 months for political theory and within 12 months for state management from the effective date of Decree 29/2024/ND-CP, except in the following cases:
+ If less than 36 months from the retirement age, it is not mandatory to complete the political theory standards;+ If less than 24 months from the retirement age, it is not mandatory to complete state management standards.
- In cases where the appointment or re-appointment process for Vice Minister has been initiated according to the Communist Party and legal regulations at the time of appointment but has not resulted in a decision, the process shall continue and the individual must meet political theory and state management standards as regulated above.- In cases of appointment due to merger, consolidation, separation, reorganization, or model transformation, where the position in the previous organization is equivalent or the same as the intended position in the new organization, or if the organization is renamed, the appointee must complete the political theory and state management standards as regulated above.- If the three aforementioned deadlines expire without meeting the standards of political theory and state management under Decree 29/2024/ND-CP, the competent authority may reconsider and revoke the appointment decision and assign appropriate professional work.
- The appointing authority shall determine the criteria, conditions, achievements, outcomes, and specific products in accordance to carry out the appointment during the period without specific guidance on the content regulated in point b, clause 2, Article 33 Decree 29/2024/ND-CP.
Vice Ministers must meet political theory and state management standards within the prescribed timeframe.
Decree 29/2024/ND-CP is effective from May 1, 2024.
