What are the health standards for military service in Vietnam?

Pursuant to the regulations in Article 4 of Circular 105/2023/TT-BQP regarding health standards for fulfilling military service, the requirements are as follows:

- General standards:

+ Meeting health standards of Class 1, Class 2, and Class 3 as stipulated in Articles 5 and 6 of Circular 105/2023/TT-BQP.

+ Not conscripting individuals addicted to narcotics and precursors as defined in Decree 57/2022/NĐ-CP.

- Specific standards:

There are certain specific health standards for the selection process of military service, which are determined by the Minister of National Defense

What are the contents of medical examination for military service in Vietnam?

Pursuant to the regulations in Articles 7 and 8 of Circular 105/2023/TT-BQP, the medical examination for military service is conducted in two stages: Preliminary screening and Detailed examination.

The health examination for military service is carried out in two stages with the following examination contents:

Stage 1: Preliminary screening for military service health:

- The commune-level medical station conducts the preliminary screening for military service health under the guidance and professional instructions of the district-level medical center or district-level general hospital, under the supervision of the district-level military command.

- Based on the conscription plan of the district-level military service council, the commune-level military command compiles a list and calls for preliminary screening for citizens subject to health examination for military service in the managed area.

- The preliminary screening includes the following contents:

+ Gathering personal and family medical history.

+ Identifying cases with insufficient physical fitness, deformities, or abnormalities as specified in Section I, Section II of Appendix I issued with this Circular; and diseases exempted from military service registration as specified in Section III of Appendix I issued with Circular 105/2023/TT-BQP.

Stage 2: Detailed health examination for military service:

The district-level military service health examination council conducts the detailed health examination for military service according to the provisions in Clause 1 of Article 40 of the Law on Military Service 2015, including:

- The Chairman of the Council is the Director of the district-level medical center or the Director of the district-level general hospital.

- The Vice Chairman of the Council is the Deputy Director in charge of specialization at the district-level medical center or the Deputy Director of the district-level general hospital.

- The Standing Member and Secretary of the Council is a staff member responsible for state management of health at the district-level.

- The other members of the Council are officials and employees from relevant agencies and units, including: the district-level medical center, district-level general hospital (if available), district-level health agencies, military medical units, and representatives from other relevant units; in necessary cases, provincial-level medical or military units can be reinforced according to the decision of the Chairman of the provincial-level military service council.

- The Council members must have sufficient departments and specialties as required in Clause 5 of this Article and must possess professional practice certificates or licenses suitable for their assigned tasks in accordance with the laws on medical examination and treatment.

- Compiling a list of citizens for examination.

- Notifying the time and location of the health examination (issuing the order to attend the health examination).

- The health examination includes the following contents:

- Physical examination; clinical examination in the following specialties: Ophthalmology, Otolaryngology, Dentistry, Internal Medicine, Neurology, Psychiatry, Surgery, Dermatology, Obstetrics and Gynecology (for females).

- Laboratory tests: Complete blood count, blood type (ABO), liver function (AST, ALT), renal function (Urea, Creatinine), blood sugar, Hepatitis B virus (HBsAg), Hepatitis C virus (Anti-HCV), HIV, complete urinalysis (10 parameters), abdominal ultrasound, ECG, chest X-ray; urine drug test. The Chairman of the Council may assign additional tests as required for accurate health assessment.

The examination is conducted in two stages: Physical and clinical examination, and laboratory tests, HIV and drug screening. If during the physical and clinical examination, a citizen does not meet any of the health standards specified in Clause 1 of Article 4 of Circular 105/2023/TT-BQP, the Council member directly examines and reports to the Chairman of the Council to decide to stop the examination. Only citizens who meet the health standards after the physical and clinical examination, ultrasound, ECG, and chest X-ray are eligible for blood tests, urine tests, HIV testing, and drug testing.

Counseling and HIV testing are organized according to the regulations of HIV/AIDS prevention and control laws for cases that meet the health standards.

Therefore, starting from January 1, 2024, the military service examination will include the above-mentioned contents and will be conducted in two stages as follows:

- Stage 1: Preliminary screening at the commune-level medical station.

- Stage 2: Detailed health examination for military service at the district-level medical center.
