What is the basis for developing the collective economy and cooperatives development plan for 2024?
In Official Dispatch 4879/BKHDT-KTHT, 2023, the following content is mentioned:
Previously, Decision 1318/QD-TTg, 2021, approved the collective economy and cooperatives development plan for the 2021-2025 period, stipulating: "Every year, relevant ministries and central authorities and localities develop the collective economy and cooperatives development plan to integrate it into the socio-economic development plan of the industry, field, locality in charge and send it to the Ministry of Planning and Investment (Standing Committee for Innovation and Development of the collective economy and cooperatives) to compile and issue a joint plan for the whole country."
Simultaneously, in section C.I.2.a) Directive 21/CT-TTg, 2023 on developing the socio-economic development plan and state budget estimates for 2024, the responsibilities of ministries, central agencies, and localities are stipulated: "Guide the sectors and subordinate levels to develop the socio-economic development plan for 2024 for the sector, field in charge, and for the locality."
Based on the above regulations, the Ministry of Planning and Investment requests ministries, central agencies, and the People's Committees of provinces, centrally governed cities (referred to as ministries, central authorities, and local authorities) to develop the collective economy and cooperatives development plan for 2024 (Outline enclosed) to integrate it into the draft socio-economic development plan of the sector, field, and locality in charge;
- Send it to the Ministry of Planning and Investment for compilation and issuance of the joint collective economy and cooperatives development plan for the whole country.
- A written report should be sent to the Ministry of Planning and Investment before July 15, 2023 (a soft copy sent to cucpthtx@mpi.gov.vn) for compilation and reporting.

In Section I of Part One of the Outline Plan issued with Official Dispatch 4879/BKHDT-KTHT, 2023, it is stated that based on the functions and tasks assigned for economic and cooperative development, based on the results of the collective economy development plan for the first 6 months and the estimated performance for the whole year 2023, the ministries, central authorities, and local authorities should evaluate the results achieved according to the following main content:
- (1) Regarding the development situation of the collective economy and cooperatives in 2023
*Evaluation based on the production and business activities of cooperatives and cooperative unions
- On the number, revenue, and income of cooperatives, cooperative unions, and cooperation groups (HTX, LH HTX, THT)
- On the members and labor of HTX, LH HTX, THT
- On the management level of cooperative, cooperative union, and cooperation group management staff
- On the management level of cooperative, cooperative union, and cooperation group management staff
*Evaluation by sector:
- Evaluation by the sectors: agriculture - forestry - fishery - salinity, industry - handicraft, construction, credit, trade, transportation, and other sectors. Analyze and clarify the quality of growth in each sector; the competitiveness of main products; difficulties in production and business activities.
* Evaluation of the impact of HTX, LH HTX, and THT on members and member households' economy (economically, culturally, politically, and socially)
* Some effective operational models according to the production method associated with the value chain, applying high technology

What are the objectives of the 2024 development plan for the collective economy and cooperatives?
In section 2 of part three of the Outline Plan issued with Official Dispatch 4879/BKHDT-KTHT, 2023, it clearly states:
*General objectives:
- Encourage the development of new collective economic organizations with diverse scales and sectors of activity;
- Support the development of effectively operating cooperative models, becoming models to be replicated and attract people, organizations, and enterprises to participate or link with cooperatives;
- Continue to improve the legal system on the collective economy and cooperatives;
- Build a healthy operating and business environment, ensuring the legitimate interests of members.
*Specific objectives:
- Orient towards development indicators: Number of HTX, LH HTX, THT; number of members of HTX, LH HTX, THT; average revenue of HTX, LH HTX, THT; average income of workers in HTX, LH HTX, THT; the proportion of HTX staff reaching elementary, intermediate, college, and university levels.
- Identify potential industries, sectors, and localities of the KTTT area in the process of restructuring the economy associated with transforming the development model towards enhancing quality, efficiency, and competitiveness of this area according to the economic, natural, and social characteristics of the industry and locality itself.
- Identify operational indicators of the KTTT area: increase productivity, reduce costs, enhance competitiveness, improve the operational capacity of HTX; improve members' and community's living standards; mutual support, help in life, strengthen social solidarity based on long-term shared benefits among members of HTX, LH HTX, THT.
- Build, complete, and issue guiding documents for implementing the Cooperative Law.
