Do provisional Communist Party members have the right to nominate and stand for election of party members in party congresses? How are the procedures for nomination and election conducted?

I have the following question and kindly request a response from the Advisory Board: I have currently been a probationary party member for nearly one year. In my case, am I entitled to stand for election or be nominated within the Communist Party? How are the election and nomination procedures carried out? Thank you.
