According to Article 14 of Circular 77/2019/TT-BTC, standards for senior inspectors are as follows:
- Standards of professional and professional competence
+ Mastering the Party's guidelines and policies, economic and financial laws, the State's policies and regimes related to Customs work and international law related to customs operations;
+ Having comprehensive knowledge of customs professional expertise. Capable of in-depth research and implementation of one or several customs professional fields;
+ Ability to research, analyze, synthesize, evaluate and forecast the situation of state management of customs activities, and at the same time propose to develop, supplement and amend management regulations and regulations the customs professional process in accordance with the strategic direction of the development of the Customs sector;
+ Capable of proposing, advising on policy making, presiding over the development of law projects, ordinances and projects related to the customs field to submit to competent authorities for consideration and decision;
+ Capable of scientific research; capable of organizing and directing the application of scientific and technical advances to improve and improve quality and efficiency in the field of customs.
- Standards of qualifications for training and retraining
+ Having a university degree or higher with a training major suitable to the requirements of the job position;

+ Having a university degree or higher with a training major suitable to the requirements of the job position;
+ Possessing an advanced diploma in political theory or an advanced political-administrative theory or having a certificate of equivalent advanced level of political theory from a competent authority;
+ Possess a certificate of state management knowledge and skills training for civil servants with the rank of senior expert and equivalent or have an advanced degree in political-administrative theory.
- For civil servants participating in the exam to raise the rank of senior customs inspector, in addition to the standards specified in Clauses 3 and 4 of this Article, they must also satisfy the following conditions:
+ Currently holding the rank of Chief Customs Inspector and having held the rank of Chief Customs Inspector or equivalent for full 06 years or more, of which must have been at least full 01 year (12 months) continuously holding the rank of Auditor; the main customs inspector by the deadline for submitting the application for registration for the rank promotion exam.
+ During the time of holding the rank of chief customs officer or equivalent, he has presided over or participated in the development of at least 02 (two) legal documents or topics, schemes, projects, scientific research programs; State, ministerial, board, branch or provincial level education in the field of finance and customs has been promulgated or accepted by a competent authority. Specifically:
+ There is a decision of a competent person to appoint to participate in the Drafting Committee, the Drafting Team of legal documents or a document assigning the task of presiding over the construction of the competent person, for cases where it is not mandatory to form a legal document. Set up a Drafting Board and Drafting Team in accordance with the Law on Promulgation of Legal Documents.
+ There is a decision of a competent person to appoint to join the Steering Committee, the Managing Board, the Drafting Committee of the topic, scheme, project, scientific research program at the state, ministerial, departmental and branch levels. or at the provincial level or there is a document assigning tasks by a competent person.
Thus, compared with current regulations, senior Customs inspectors in Vietnam must have a basic computer science certificate and a level 4 foreign language certificate. By July 18, 2022, Circular 29/2022/TT-BTC In effect, the requirement for senior inspectors is to be able to use basic information technology and foreign languages, instead of requiring foreign language certificates as before.
