- The percentage of civil servants, public employees and employees who are promoted to salary level ahead of time due to outstanding achievements in performing tasks (hereinafter referred to as advance salary increase) in a year does not exceed 10%. the total number of civil servants, public employees and employees in the salary list of the unit as of December 31 of the year considering raising the salary level ahead of time.
- How to calculate the number of people in the rate of salary increase before the deadline
+ For every 10 people on the salary list of the unit identified, there is 01 target to be raised in salary level ahead of time.
+ Based on the total number of people on the list of overpaid salary under 10 people according to the reports of the units, the Ministry considers and assigns more people to be upgraded to the salary level ahead of time to the unit, ensuring the total number of people is increased. the salary level before the deadline does not exceed 10% of the total number of people on the Ministry's salary list as of December 31 of the year in which the salary level is considered to be raised before the deadline.
+ The target of raising salary in Vietnam level before the deadline of the previous year, if not fulfilled, will not be transferred to the target of the following year.
What are the conditions for raising the salary level ahead of time for civil servants and public employees working in the people's armed forces?
Clause 1, Article 11 of the Regulation promulgated together with Decision 51/QD-LDTBXH in 2014 stipulating the conditions for raising salary in Vietnam grades ahead of time for civil servants and public employees working in the people's armed forces are as follows:
Civil servants, public employees and employees shall be considered for an advance in salary grade before the deadline when the following conditions are simultaneously satisfied:
- Satisfying the criteria specified in Clause 2, Article 5 of this Regulation.
- Making excellent achievements in performing tasks recognized in writing by competent authorities, meeting the standards of achievement levels as prescribed and the year of consideration for salary increase before the deadline must achieve the title of soldier. grassroots level competition and above. For leaders of units (including heads and deputy heads of units), in addition to the above conditions, the unit must also successfully complete tasks and be recognized as "Excellent Labor Collective" by the Ministry. or more in the year of consideration for raising the salary level ahead of time.
Emulation titles and forms of commendation for consideration of raising the salary level ahead of time are those that are considered and awarded by the State, the Government, the Prime Minister and ministries and branches for making outstanding achievements in performing tasks. assigned service; emulation titles and certificates of merit in mass movements or short-term emulation movements, not within the scope of assigned tasks. Achievements that have been calculated to consider raising the salary level before the deadline are not counted to consider raising the salary level before the deadline for the next time.
- The last salary level has not been ranked in the ranks or titles and by December 31 of the year in which the salary level is considered to be raised ahead of time, there is a lack of 12 months or less to receive a regular salary increase.
- Do not raise the salary level before the deadline twice in a row (two adjacent ranks) in the same rank or the same title.

“Article 11. Conditions, standards for raising salary in Vietnam grades ahead of time and entitlement regimes

2. How to determine achievements to consider raising salary in Vietnam level ahead of time
a) Achievements for consideration of salary increase before the deadline shall be determined according to the time of issuance of documents recognizing achievements achieved in the last 6 years for civil servants, public employees and employees holding ranks; titles of type A3, A2, A1, A0; The last 4 years for civil servants, public employees and employees holding ranks and titles of categories B and C and for employees who perform and serve up to December 31 of the year considering raising the salary level ahead of time.
b) For cases where the salary level has been raised before the deadline, all achievements before the date of the decision to raise the salary level ahead of time within the period (6 years and 4 years) specified at Point a. Clause 2 of this Article is not counted to consider raising the salary level before the deadline for the next time.
3. Performance standards and time to raise salary levels ahead of time
The maximum period of salary increase before the deadline is 12 months compared with the regular salary increase period specified in Clause 1, Article 5 of this Regulation if civil servants, public employees and employees meet specific performance standards. can be as follows:
a) Raise salary level 12 months ahead of time
- Civil servants, public employees and employees holding ranks and titles of grades A3, A2, A1, A0 (the regular time to consider raising the salary level is 3 years), and the salary level is raised 12 months before the deadline, if within 12 months. within the last 6 years up to December 31 of the year in which the salary level is considered to be raised before the deadline meets one of the following performance criteria:
+ To be awarded with medals of all kinds by the State.
+ Achieve the title of emulation soldier at ministerial level or higher.
+ Being awarded 02 Ministerial-level Certificates of Merit and equivalent or 01 Certificate of Merit from the Prime Minister at the same time in the year of consideration for raising the salary level ahead of time and in the preceding year (two consecutive years) winning the title of emulation soldier at the grassroots level. department.
- Civil servants, public employees and employees holding ranks and titles of grades B, C and for employees who perform and serve (the regular time to consider raising the salary level is 2 years), they are entitled to raise the salary level before the deadline. 12 months, if within the last 4 years up to December 31 of the year in which the salary level is considered to be raised before the deadline, one of the following performance criteria is met:
+ To be awarded with medals of all kinds by the State.
+ Achieve the title of emulation soldier at ministerial level or higher.
+ To be awarded 02 Ministerial-level Certificates of Merit and equivalent or 01 Certificate of Merit from the Prime Minister and concurrently consider raising the salary level before the deadline for winning the title of grassroots emulation soldier.
b) Raise salary level 9 months ahead of time
- Civil servants, public employees and employees holding ranks and titles of grades A3, A2, A1, A0 (the regular time to consider raising the salary level is 3 years) and the salary level is raised before 09 months if the year is considered for promotion. salary before the deadline and the preceding year (two consecutive years) is awarded the title of grassroots emulation soldier; at the same time, within the last 6 years up to December 31st of the year considering raising the salary level ahead of time, they will be awarded 01 ministerial-level Certificate of Merit and equivalent.
- Civil servants, public employees and employees holding ranks and titles of grades B and C and for employees who perform and serve (the regular time to consider raising the salary level is 2 years) may raise the salary level before the deadline 09 month if the year is considered for raising the salary level before the deadline, they will be awarded the title of grassroots emulation soldier; at the same time, within the last 4 years up to December 31 of the year considering raising the salary level before the deadline, they will be awarded 01 ministerial-level Certificate of Merit and equivalent.
c) Raise salary level 6 months ahead of time
- Civil servants, public employees and employees holding ranks and titles of grades A3, A2, A1, A0 (time for consideration for regular salary increase is 3 years) may raise their salary level 06 months before the time limit, if the year of consideration for raising the salary level. salary level ahead of time and in the preceding year are awarded the title of grassroots emulation soldier.
- Civil servants, public employees and employees holding ranks and titles of categories B, C and for employees who perform and serve (the regular time to consider raising the salary level is 2 years) may raise the salary level before the deadline 06 month, if the year is considered to raise the salary level before the deadline, to achieve the title of grassroots emulation soldier.”
