Pursuant to the provisions of Article 75 of the Law on Atomic Energy 2008 as follows:

"Article 75. Conditions for licensing
1. An organization that fully meets the following conditions shall be granted a granting licenses in Vietnam to conduct radiation work:
a) Established in accordance with the law;
b) Carrying out radiation work in accordance with operational functions;
c) Having appropriate human resources, material and technical foundations;
d) Satisfy the conditions for ensuring safety and security for each specific radiation job in accordance with this Law;
dd) Complete dossiers and procedures for applying for permits in accordance with this Law and other relevant laws.
2. Individuals who fully satisfy the following conditions shall be granted a granting licenses in Vietnam to conduct radiation work:
a) Having full civil act capacity;
b) Conduct radiation work in accordance with the practice registration or business registration;
c) Having appropriate professional qualifications;
d) Satisfy the conditions for ensuring safety and security for each specific radiation job in accordance with this Law;
đ) Complete the application for a granting licenses in Vietnam in accordance with the provisions of this Law and other relevant laws.

What are the documents required for a granting licenses in Vietnam for a service business to conduct radiation work?

Pursuant to the provisions of Article 76 of the Law on Atomic Energy 2008, the following documents are prescribed:

"Article 76. Types of dossiers of application for permits
1. An application for a license to conduct radiation work must contain the following documents:
a) An application for a license;
b) Quantity, type, characteristics, origin and purpose of use of radioactive substances, radiation equipment, nuclear materials, nuclear equipment;
c) Documents evidencing eligibility for human resources; training plan, human resource training;
d) Safety assessment report or safety analysis report for each specific radiation job;
dd) Quality assurance process;
e) Plans to respond to radiation incidents and nuclear incidents for each specific radiation job;
g) Planned record keeping system and reporting system.
2. An application for a license to process and store radioactive waste, used radioactive sources and used nuclear fuel includes the documents specified in Clause 1 of this Article and the following documents: this:
a) Estimated quantity, type and characteristics of radioactive waste, used radioactive sources and spent nuclear fuel to be stored and treated;
b) Methods and equipment for treatment of radioactive waste, used radioactive sources and spent nuclear fuel;
c) Expected emissions into the environment and plans for environmental testing;
d) Planned research and implementation to support the treatment and storage of radioactive waste, spent radioactive sources and spent nuclear fuel at the facility;
d) Estimated location for storage and burial.
3. An application for a license to explore, exploit and process radioactive ores includes the documents specified in Clause 1 of this Article and the following documents:
a) Map of the ore exploration, mining and processing area;
b) Estimated location of waste storage of exploration, mining and processing activities; waste treatment methods and equipment;
c) Proposed measures and plans for environmental restoration after the completion of each stage and all activities of exploration, exploitation and processing.
4. An application for a license to transport radioactive materials includes the documents specified in Clause 1 of this Article and the following documents:
a) Documents proving that the means of transport meet safety and security requirements;
b) Detailed description of the package;
c) Measures to fix radioactive material in the package, fix the lid of the package and fix the package on the means of transport;
d) Maximum radiation dose rate on the surface of the package and one meter from the package;
dd) Documents evidencing the assurance of safety for radioactive materials packed in packages under normal conditions as well as when there is an incident;
e) Contract of carriage.
5. An application for a license to import or export radioactive materials and nuclear equipment includes the documents specified in Clause 1 of this Article and the following documents:
a) Information on organizations and individuals using radioactive materials and nuclear equipment;
b) The import and export contract clearly states the responsibilities of the parties when participating in import and export."

What is the procedure for granting a business license to conduct radiation work?

Pursuant to the provisions of Article 77 of the Law on Atomic Energy 2008, on business and service procedures, radiation work is carried out as follows:

"Article 77. Competence, order and procedures for licensing
1. Competence to grant permits is prescribed as follows:
a) The Ministry of Science and Technology shall grant permits to conduct radiation work, except for the cases specified at Points b, c and d of this Article;
b) Provincial-level People's Committees grant licenses to use medical diagnostic X-ray equipment;
c) The Ministry of Natural Resources and Environment shall grant a license to explore, exploit and process radioactive ores on the basis of results of safety assessment of radiation and nuclear safety agencies;
d) The Ministry of Industry and Trade shall issue a license for trial operation and official operation of a nuclear power plant after reaching agreement with the Ministry of Science and Technology and the National Nuclear Safety Council.
2. From the date of receipt of a complete and valid dossier, the competent state agency specified in Clause 1 of this Article must consider and issue a permit within the following time limit:
a) Fifteen working days for import and export;
b) Thirty days for X-ray equipment for medical use;
c) Sixty days for other radiation work, except for the license to operate a research nuclear reactor and a license to operate a nuclear power plant.
3. In case the permit is not granted, within the time limit specified in Clause 2 of this Article, the state management agency competent to grant the license must reply in writing, clearly stating the reason."
