Officially 2 new salary scales for officials and public employees from July 1, 2024, for those not holding leadership positions and those holding leadership positions will be constructed with specific amounts?
Recently, the Chairman of the National Assembly signed and issued Resolution 104/2023/QH15 on the State Budget Estimate for 2024.
According to Resolution 104/2023/QH15, a comprehensive reform of the wage policy will be implemented as stated in Resolution 27-NQ/TW of 2018 starting from July 1, 2024.
In the spirit of Resolution 27-NQ/TW of 2018, when implementing wage reform, 5 new salary scales will be constructed for officials, public employees, and the armed forces based on job positions, titles, and leadership positions, replacing the current salary scale system; transitioning from old salaries to new ones, ensuring not lower than current salaries.
The 2 new salary scales for officials and public employees from July 1, 2024, for those not holding leadership positions and those holding leadership positions include:
Salary Scale 01: Leadership position salary scale applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the communal level.
Salary Scale 02: Professional and occupational salary scale according to official ranks and public employee occupational titles applied commonly to officials and public employees not holding leadership positions.
However, as of now, detailed specific salary scales have not been officially drafted or issued for the 2 new salary scales for officials and public employees from July 1, 2024, for those not holding leadership positions and those holding leadership positions.
At the same time, Resolution 27-NQ/TW of 2018 outlines the design of 2 new salary scales from July 1, 2024, for officials and public employees not holding leadership positions and those holding leadership positions as follows:
- Abolish the statutory pay rate and current salary coefficient, constructing a basic salary amount in the new salary scale.
- Uniformly implement labor contract policies according to the Labor Code (or service provision contract) for those performing executive and service tasks (require training below intermediate level). Do not apply officials and public employees salary scale for these subjects.
- Determine the lowest salary of officials and public employees in the public sector as the salary for jobs requiring intermediate level training (level 1), which is not lower than the minimum wage for trained labor in the enterprise sector.
- Expand the salary relationship as a basis to determine specific salary levels in the salary system, gradually approaching the salary relationship of the enterprise sector in line with the State's resources.
- Complete policies on regular salary raises and early salary raises for officials, public employees, and the armed forces in accordance with the new salary scales.
Therefore, as per the above content, when implementing wage reform, the basic salary amount in the 5 new salary scales will be constructed based on job positions for officials, public employees, and the armed forces. Officials and public employees not holding leadership positions and those holding leadership positions at any job position will receive the salary corresponding to that position in specific amounts.

3. Reform Content
3.1. For officials, public employees, and the armed forces (public sector)
a) Design the new salary structure comprising: Basic salary (about 70% of the total salary fund) and allowances (about 30% of the total salary fund). Supplement with bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
The salary structure for officials and public employees not holding leadership positions and those holding leadership positions when wage reform is implemented will include:
- Basic salary (about 70% of the total salary fund);- Allowances (about 30% of the total salary fund);- Supplementary bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
Thus, the new salary structure for officials and public employees not holding leadership positions and those holding leadership positions includes the above components. Moreover, a new salary system based on job positions, titles, and leadership roles will be constructed and issued, replacing the current salary system; ensuring the transition from old to new salaries is not less than the current earnings.
Thus, after the expected wage reform from July 1, 2024, the salary for officials and public employees not holding leadership positions and those holding leadership positions will be constructed as follows:
