Circular 14/2024/TT-BCA detailing certain provisions of the Law on Forces Participating in Security Protection at the Grassroots?
On April 22, 2024, the Minister of Public Security issued Circular 14/2024/TT-BCA detailing certain provisions of the Law on Forces Participating in Security Protection at the Grassroots.
Circular 14/2024/TT-BCA stipulates:
(1) Dossiers, order, and procedures for selecting members of the Security Protection Team
(2) Order and procedures for establishing the Security Protection Team, recognizing members of the Security Protection Team.
(3) Order and procedures for adjusting the number of members, the number of Security Protection Teams, allowing the termination of participation in the forces participating in security protection at the grassroots; training, re-training, exercises, competitions for the forces participating in security protection at the grassroots; issuing, re-issuing, revoking, managing, and using badges, certificates for the forces participating in security protection at the grassroots; equipping support tools for the forces participating in security protection at the grassroots.

Standards for participating in the security protection forces at the grassroots include what criteria?
Article 13 of the Law on Forces Participating in Security Protection at the Grassroots 2023 stipulates the standards for participating in the security protection forces at the grassroots as follows:
- Vietnamese citizens from 18 years old to 70 years old; in cases over 70 years old, health must be ensured and the Chairman of the Commune People's Committee will consider and decide based on the recommendation of the commune police.
- Have a clear background; good moral character; the individual and their family comply well with the guidelines and policies of the Communist Party and the laws of the State; not being under criminal investigation, serving a criminal sentence in the community, complying with judicial measures, or undergoing administrative measures. In cases of having completed the sentence or decision of the Court, they must have their record expunged; those who have completed the implementation of administrative measures must wait until the time to be considered as not having been subjected to such measures as per law.
- Possess a diploma or a certificate of having completed a general education program. For border areas, islands, mountainous regions, areas with particularly difficult socio-economic conditions, and ethnic minority areas, individuals who have completed secondary education can be selected. If there are insufficient numbers, individuals who have completed primary education can be selected.
- Have permanent or temporary residence for one year or more and reside regularly at the place where they submit the application to participate in the security protection forces at the grassroots. For cases stipulated in Clause 3, Article 15 of the Law on Forces Participating in Security Protection at the Grassroots 2023, they must have permanent or temporary residence at the place where they submit the application to participate in the security protection forces at the grassroots.
- Have sufficient health as certified by a medical facility established and operating according to the law.
Allowance policies for individuals participating in security protection forces at the grassroots include what policies?
Allowance policies for individuals participating in security protection forces at the grassroots are as follows:
*While on duty
- Receive regular monthly support.
- Receive support for voluntary social insurance and health insurance contributions as determined by the Provincial People's Council.
- Receive allowances and bounties when assigned for re-training, training, performing duties assigned by competent authorities, or when mobilized to perform tasks (Detailed allowance levels are stipulated in Article 23 of the Law on Forces Participating in Security Protection at the Grassroots 2023)
*When falling ill, suffering an accident, passing away, or getting injured while on duty (More details can be found in Article 24 of the Law on Forces Participating in Security Protection at the Grassroots 2023)
- If already participating in social insurance and health insurance: Benefit according to legal provisions.
- If not participating in health insurance and suffering illness, accident, or injury: Receive payment for medical examination and treatment costs.
- If not participating in social insurance and suffering an accident reducing labor capacity: Considered for allowance based on the level of reduction. If deceased, their relatives receive a funeral allowance.
- If injured or killed while on duty: Enjoy policies equivalent to war invalids or be recognized as martyrs and other benefits.
The Law on Forces Participating in Security Protection at the Grassroots 2023 comes into effect on July 1, 2024.
Circular 14/2024/TT-BCA comes into effect on July 1, 2024.
