On June 17, 2024, the Minister of Culture, Sports and Tourism issued Circular 03/2024/TT-BVHTTDL prescribing the standards and conditions for public employees in the physical education and sports sector seeking promotion in rank.
Based on Article 1 of Circular 03/2024/TT-BVHTTDL, the scope of regulation and applicable entities are as follows:
- Circular 03/2024/TT-BVHTTDL prescribes the standards and conditions for promotion in rank of public employees from rank III to rank II, and from rank II to rank I in the physical education and sports sector.
- Circular 03/2024/TT-BVHTTDL applies to public employees in the physical education and sports sector working in public service providers and related organizations and individuals.

Standards and conditions for promotion to the professional title of principal coach
Based on Article 3 of Circular 03/2024/TT-BVHTTDL prescribing the standards and conditions for promotion to the professional title of principal coach (rank II), code V.10.01.02:

Public employees are eligible for promotion to the professional title of principal coach (rank II), code V.10.01.02 when they meet the requirements in Article 2 of this Circular and the following standards and conditions:
1. Holding the professional title of coach (rank III), code V.10.01.03.
2. Meet the standards of educational qualifications, training, and professional requirements for public employees seeking promotion to the professional title of principal coach (rank II), code V.10.01.02 as prescribed in clauses 2 and 4 of Article 5 of Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022, of the Minister of Culture, Sports and Tourism prescribing codes, standards for professional titles, and salary scales for public employees in the physical education and sports sector (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL).
Thus, the standards and conditions for promotion to the professional title of principal coach are as follows:
- The public service provider has a need and a shortage of public employees for the professional titles according to the job position approved by competent authorities.
- Rated at least "Completing tasks well" in the consecutive year prior to the year being considered for promotion.
- Have good political and professional ethics; not under disciplinary action; not subject to any Party or legal disciplinary measures.
- Have the capability, professional qualifications, and expertise to undertake the next higher professional title within the same professional field.
- Meet the job requirements corresponding to the professional title being considered.
- Currently holding the professional title of coach (rank III), code V.10.01.03.
- Hold a university degree or higher in a related field appropriate to the physical education and sports sector.
- Possess a certificate of training in professional title standards for public employees in the physical education and sports sector.
- Have held the professional title of coach (rank III) or equivalent for at least 09 full years (excluding probation and internship periods).
In cases of equivalent working time, at least 01 year (12 full months) must be in the role of coach (rank III) up to the deadline for application submission or consideration for promotion.
- During the time holding the professional title of coach (rank III) or equivalent, have directly coached and trained athletes achieving at least one of the following accomplishments:
+ Medals at the National Sports Festivals.
+ National championships.
+ National cups.
+ Youth championships in specific Asian or world sports.
+ Medals at the Southeast Asian Games, Southeast Asian Para Games, Asian Games, Asian Para Games, Youth Olympic Games, specific Southeast Asian, Asian, and world championships, or have met standards for participation in the Olympic Games, Paralympic Games.
Standards and conditions for promotion to the professional title of senior coach
Based on Article 4 of Circular 03/2024/TT-BVHTTDL prescribing the standards and conditions for promotion to the professional title of senior coach:

Public employees are eligible for promotion to the professional title of senior coach (rank I), code V.10.01.01 when they meet the requirements in Article 2 of this Circular and the following standards and conditions:
1. Holding the professional title of principal coach (rank II), code V.10.01.02.
2. Meet the standards of educational qualifications, training, and professional requirements for public employees seeking promotion to the professional title of senior coach (rank I), code V.10.01.01 as prescribed in clauses 2 and 4 of Article 4 of Circular No. 07/2022/TT-BVHTTDL.
Thus, these conditions are specifically prescribed to ensure that individuals being promoted have the competence and qualifications necessary to undertake the job of a senior coach.
