Is it possible to present citizen ID cards instead of health insurance cards when visiting healthcare establishments for medical examination or treatment services in Vietnam?

According to Section 2 of Official Dispatch 3452/BHXH-CSYT 2023, instructions on medical examination or treatment procedures covered by health insurance are as follows:

Procedures for medical examination or treatment covered by health insurance according to Clause 6 Article 1 of Decree No. 75/2023/ND-CP:
When visiting healthcare establishments for medical examination or treatment services, health insurance policyholders must present photo health insurance cards or citizen identity cards; in case of absence of the photo, they shall be required to present one of their photo identity documents issued by competent bodies or authorities, or certificates endorsed by commune-level police authorities or others endorsed by educational institutions in charge of management of pupils or students; other legitimate personal identification documents or level-2 electronic identification (VneID) according to regulations of Decree No. 59/2022/ND-CP dated September 5, 2022 of the Government on electronic identification and authentication.

Thus, when visiting healthcare establishments for medical examination or treatment services, health insurance policyholders must present photo health insurance cards or citizen identity cards

In addition, in case of absence of the photo, they shall be required to present one of their photo identity documents issued by competent bodies or authorities, or certificates endorsed by commune-level police authorities or others endorsed by educational institutions in charge of management of pupils or students;

What are the effective dates of the health insurance cards?

Pursuant to Clause 3, Article 16 of the Law on Health Insurance 2008 as amended by Clause 10, Article 1 of the Law on amendments to the Law on Health insurance 2014, there are regulations on health insurance cards as follows:

3. The effective dates of the health insurance cards are prescribed as follows:
a) The health insurance cards of the insured prescribed in Clauses 1, 2 and 3 Article 12 of this Law who purchase health insurance for the first time shall be effective from the payment for health insurance;
b) The second health insurance cards and the following ones of the insured who continuously purchase health insurance shall be effective from the expiry of the previous ones.
c) The insurance cards of the insured, prescribed in Clause 4 and Clause 5 Article 12 of this Law who purchase health insurance from the effective date of this Law or discontinuously purchase the health insurance for at least 3 months in the financial year, shall be effective after 30 days from the payment for the health insurance.
d) The insurance cards of the children under age 6 shall be effective until they are full 72 months old. The insurance cards of full-72-month-old child children before their school year begins shall be effective until September 30 in such year.

Accordingly, the effective dates of the health insurance cards are prescribed as follows:

- The health insurance cards shall be valid effective from the payment for health insurance for the following subjects:

+ The group whose insurance are paid by the employers and employees.

+ The group of the insured whose insurance is paid by the social insurance organizations.

+ The group of the insured whose insurance is paid by the State budget..

- The second health insurance cards and the following ones of the insured who continuously purchase health insurance shall be effective from the expiry of the previous ones.

- The insurance cards of the insured who purchase health insurance from the effective date of this Law or discontinuously purchase the health insurance for at least 3 months in the financial year, shall be effective after 30 days from the payment for the health insurance:

+ The group of the insured whose insurance are supported by the State budget

+ Group of the household insured including household members

- The insurance cards of the children under age 6 shall be effective until they are full 72 months old. The insurance cards of full-72-month-old child children before their school year begins shall be effective until September 30 in such year.

Who are the policyholders whose contributions are supported by the state budget in Vietnam according to regulations?

Pursuant to the provisions in Article 4 of Decree 146/2018/ND-CP amended and supplemented in Clause 2, Article 1 of Decree 75/2023/ND-CP as follows:

Group of health insurance policyholders whose contributions are supported by the state budget
1. Members in near-poor households, as defined according to the near-poor household criteria for the period 2022-2025 prescribed in Decree No. 07/2021/ND-CP and subsequent amendments or replacements thereto;
2. Members of multidimensional-poverty family households falling into the cases specified in point a, clause 9, Article 3 hereof.
3. Pupils and students.
4. Members in households working in agriculture, forestry, fishery, and salt production who have the average standard of living, as defined according to the average household criteria for the period 2022-2025 prescribed in Decree No. 07/2021/ND-CP and subsequent amendments or replacements thereto;
5. Ethnic minorities who are living in communes of Region II, Region III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the 2016-2020 period, but these communes are no longer on the list of communes in Region II, Region III, and extremely disadvantaged villages in ethnic minority and mountainous areas for the period 2021-2025 according to the Prime Minister's decision.

Thus, people whose contributions are supported by the state budget include the subjects mentioned above.

In there:

- Subjects in clause 1 and clause 4 will be applied from October 19, 2023;

- Subjects in Clause 5 apply from November 1, 2023 within 36 months.

Decree 75/2023/ND-CP comes into force from December 3, 2023
