- Developing the collective economy in both quantity and quality, focusing on quality, ensuring harmony in all branches, fields and localities; adopt preferential policies for collective economic organizations in Vietnam in the field of agriculture, linking production and business activities with the product value chain, application of science - technology, innovation and digital transformation; give priority to the development of collective economic organizations in Vietnam associated with the development of green economy, circular economy and knowledge economy. - Developing and improving the operational efficiency of the collective economy is the task of the whole political system. Party committees and authorities at all levels directly lead and direct, considering this an important and regular political task. The Fatherland Front, socio-political organizations, Union of Cooperatives and representative organizations shall closely coordinate in propagating and mobilizing the masses to participate in collective economic development."
