From July 1, 2024, comprehensive salary policy reforms will be implemented according to Resolution 27-NQ/TW in 2018 of the 7th Central Executive Committee, XII term.
The new payrolls for professional servicemen from July 1, 2024, will be as follows:
From July 1, 2024, professional servicemen will have a separate payroll based on job positions, replacing the current payroll system. The transition from the old salary to the new one will ensure that the salary does not decrease.
Pursuant to Resolution 27-NQ/TW in 2018, the new payroll for professional servicemen will include the following factors:
- Annulling the statutory pay rate and current salary coefficient, and constructing a specific base salary in the new payroll.
- Expanding the salary relationship as a basis for determining specific salary levels in the payroll system, gradually approaching the salary relationship of the business sector in accordance with the state's resources.
- Improving the system of regular salary promotions and early salary promotions for officials, public employees, and armed forces in accordance with the provisions of the new payroll.
The structure of the new salary for professional servicemen is as follows:
- Base pay
- Allowances (if any)
- Bonuses (if any)
Allowances for professional servicemen from July 1, 2024:
Pursuant to the spirit of Resolution 27-NQ/TW in 2018 when implementing the 2024 salary reform, the military and police will receive the following types of allowances:
- Multi-position allowance, extra-seniority allowance, regional allowance, responsibility allowance, special allowance, seniority allowance for the military and police.
- Merging special allowances, attraction allowances, and long-term service allowances in economically and socially difficult areas into allowances for working in extremely difficult areas.
Therefore, professional servicemen may be entitled to allowances such as extra-seniority allowance, regional allowance, responsibility allowance, special allowance, seniority allowance for the military and police, and allowances for working in extremely difficult areas.
According to Appendix IV, some specific tasks for sectors and fields in 2024 (accompanying Resolution 01/NQ-CP 2024), the Government assigned the Ministry of Home Affairs to lead the implementation, and by May 2024, they must complete the Decree on the new salary regime for officials, public employees, and armed forces.

What are the current payrolls for Vietnamese professional servicemen?
Pursuant to Table 5 in Appendix I issued with Circular 41/2023/TT-BQP regulating the salary coefficients for professional servicemen.
Pursuant to Article 3 of Circular 41/2023/TT-BQP, the salary level for professional servicemen is calculated using the following formula:
Salary level = Statutory pay rate x Salary coefficient
- The salary for entry-level professional servicemen is divided into 2 groups as follows:
+ Group 1 with salary coefficients ranging from 3.20 to 5.45, equivalent to 5,760,000 VND/month to 9,810,000 VND/month.
+ Group 2 with salary coefficients ranging from 2.95 to 5.20, equivalent to 5,310,000 VND/month to 9,360,000 VND/month.
- The salary for mid-level professional servicemen is divided into 2 groups as follows:
+ Group 1 with salary coefficients ranging from 3.50 to 6.20, equivalent to 6,300,000 VND/month to 11,160,000 VND/month.
+ Group 2 with salary coefficients ranging from 3.20 to 5.90, equivalent to 5,760,000 VND/month to 10,620,000 VND/month.
- The salary for senior-level professional servicemen is divided into 2 groups as follows:
+ Group 1 with salary coefficients ranging from 3.85 to 7.70, equivalent to 6,930,000 VND/month to 13,860,000 VND/month.
+ Group 2 with salary coefficients ranging from 3.65 to 7.50, equivalent to 6,570,000 VND/month to 13,500,000 VND/month.
Therefore, from January 1 to June 30, 2024, the payrolls for professional servicemen will be applied according to the aforementioned payrolls.
What are the regulations on duration and age limit for active services for professional servicemen in Vietnam?
Pursuant to Article 17 of the Law on professional servicemen, national defense workers and official 2015, the duration and age limit for active services for professional servicemen is as follows:
- Duration of active service during peace time:
+ At least six years since the decision to convert into a professional serviceman is issued;
+ To the end of age limit as prescribed in Clause 2, Article 17 of the Law on professional servicemen, national defense workers and official 2015;
- Maximum age limit for active service by rank:
+ Company grade: male (52 years old), female (52 years old);
+ Major, lieutenant-colonel: male (54 years old), female (54 years old);
+ Senior lieutenant-colonel: male (56 years old), female (55 years old);
- Professional servicemen who have high technical and professional level, adequate political and ethical credentials, good health and volunteer to join the army shall be considered for extension of age limit for active service but no more than five years.
- Any fighter who turns 40 shall be given priority in training and arrangement of other appropriate jobs or change to other occupations. Any fighter who has paid social insurance for 20 years of which 15 years as a fighter shall be eligible for retirement if being unable to serve in the army or unable to be changed to other occupations.
List of fighter titles shall be defined by the Minister of National Defense.
