Addition of Beneficiaries Eligible for State Support in Paying Health Insurance from October 19, 2023: What is the Support Level?
Additional Subjects Covered by State Budget for Health Insurance Contributions?
On October 19, 2023, the Government of Vietnam issued Decree 75/2023/ND-CP, regulating amendments and supplements to certain provisions of Decree 146/2018/ND-CP dated October 17, 2018, which provides details and guides the implementation of certain provisions of the Law on Health Insurance by the Government of Vietnam.
In Clause 1, Article 1 of Decree 75/2023/ND-CP, amendments and supplements to Article 3 of Decree 146/2018/ND-CP are stipulated as follows:
Amendments and Supplements to Certain Provisions of Decree 146/2018/ND-CP dated October 17, 2018, by the Government of Vietnam, guiding the implementation of certain provisions of the Law on Health Insurance
1. Amendments and supplements to certain clauses of Article 3 are as follows:
a) Amend Clause 8 as follows:
"8. Individuals entitled to social assistance in accordance with laws on the elderly, people with disabilities, and social assistance.”;
b) Amend Point a, Clause 9 as follows:
"a) Individuals from households living in poverty as per the multidimensional poverty standards for the 2022-2025 period specified in Decree 07/2021/ND-CP dated January 27, 2021, and other documents issued by competent authorities amending, supplementing, or replacing the poverty standards applied for each period;";
c) Add Clause 20 following Clauses 18 and 19, which were supplemented by Clause 1, Article 183 of Decree 131/2021/ND-CP dated December 30, 2021, by the Government of Vietnam, providing details and guiding the implementation of the Ordinance on Preferential Treatment for People with Meritorious Service to the Revolution as follows:
"20. Residents of safety zone communes, or areas that were revolutionary safety zones during the resistance wars against France and the US, currently residing in such communes have their information updated in the national population database, the residency database, and are not subject to regulations specified in Clauses 1, 2, and 3, Article 12 of the Law on Health Insurance.”
Compared to the regulations in Decree 146/2018/ND-CP, the group covered by the State Budget for health insurance contributions will change as follows:
- Change the recipients from "Individuals entitled to monthly social protection benefits in accordance with laws on the elderly, people with disabilities, and social protection subjects" to "Individuals entitled to monthly social assistance in accordance with laws on the elderly, people with disabilities, and social assistance."
- Amend the basis for determining those covered by the State Budget for health insurance as individuals from poverty-stricken households as per the regulations in Decree 07/2021/ND-CP, as QD 59/2015/QD-TTg has expired since December 12, 2022.
- Add the category of residents in safety zone communes, or areas that were revolutionary safety zones during the resistance wars against France and the US, currently residing in such communes, whose information is updated in the national population database and the residency database, not belonging to the groups, will be covered by the State Budget for health insurance contributions:

Additional Subjects Covered by the State Budget for Health Insurance Contributions from December 3, 2023?
Based on Article 4 of Decree 146/2018/ND-CP, amended and supplemented in Clause 2, Article 1 of Decree 75/2023/ND-CP, it is regulated for the group receiving state budget support for contributions as follows:
Group Receiving State Budget Support for Contributions
1. Individuals from near-poverty households as per the near-poverty standards for the 2022-2025 period specified in Decree 07/2021/ND-CP and other documents issued by competent authorities amending, supplementing, or replacing the near-poverty standards applied for each period.
2. Individuals from multidimensionally poor households not covered by Point a, Clause 9, Article 3 of this Decree.
3. Students.
4. Individuals from households engaged in agriculture, forestry, fishery, and salt production with a medium living standard as per the standards for the 2022-2025 period specified in Decree 07/2021/ND-CP and other documents issued by competent authorities amending, supplementing, or replacing the medium living standard applied for each period.
5. Ethnic minority people living in areas of communes categorized as regions II and III, or particularly difficult villages in ethnic and mountainous regions for the 2016-2020 period, where such communes no longer appear in the list of regions II and III, or particularly difficult villages in ethnic and mountainous regions for the 2021-2025 period according to decisions by the Prime Minister of the Government of Vietnam.
From December 3, 2023, an additional subject category of ethnic minority people living in areas of communes categorized as regions II and III, or particularly difficult villages in ethnic and mountainous regions for the 2016-2020 period, where such communes no longer appear in the list of regions II and III, or particularly difficult villages in ethnic and mountainous regions for the 2021-2025 period, will be added to the group receiving state budget support for contributions.
Will Ethnic Minority People Receive 70% State Budget Support for Health Insurance Contributions?
Based on Clause 1, Article 8 of Decree 146/2018/ND-CP, amended by Point a, Clause 3, Article 1 of Decree 75/2023/ND-CP, it is stipulated regarding the support level from the state budget as follows:
Support Level from the State Budget
1. From the effective date of this Decree, the state budget will support certain groups as follows:
a) 100% health insurance contributions for individuals from near-poverty households residing in poor districts as per the decisions of the Prime Minister of the Government of Vietnam and other documents issued by competent authorities;
b) Minimum support of 70% for health insurance contributions for individuals mentioned in Clauses 1, 2, and 5, Article 4 of this Decree;
c) Minimum support of 30% for health insurance contributions for individuals mentioned in Clauses 3 and 4, Article 4 of this Decree.
The group of ethnic minority people living in areas of communes categorized as regions II and III or particularly difficult villages in ethnic and mountainous regions for the 2016-2020 period, where such communes no longer appear in the list of regions II and III or particularly difficult villages in ethnic and mountainous regions for the 2021-2025 period, will receive a minimum of 70% support for health insurance contributions according to the law.
Decree 75/2023/ND-CP takes effect from December 3, 2023. However, Clause 1, Points a and b of Clause 2, and Clause 3 of Article 1 of Decree 75/2023/ND-CP will be applied from October 19, 2023.
