Based on the provisions of Article 6 Circular 95/2023/TT-BQP, the renovation of military vehicles must meet the following principles:
(1) The vehicle frame must not be replaced, but its length can be altered or the original frame reinforced without changing the original wheelbase, except for trailers and semi-trailers.
(2) Each motor vehicle may only renovate, change the engine, and not more than 03 (three) systems, assemblies out of 07 (seven) systems, assemblies of the original vehicle, specifically:
+ Power transmission system (clutch, gearbox, drive shaft, main drive axle);
+ Movement system (wheels);
+ Suspension system;
+ Braking system;
+ Steering system;
+ Cab, cargo bed, or dump bed;
+ Vehicle electrical system (for electric cars: Battery Energy Storage System (BESS), management system: Charge Status Indicator, battery temperature control, electronic converter, motor and control; wires and connectors; external charging system if equipped; charging connector on the vehicle).
(3) Each special-use machine may only renovate, change the engine, and not more than 04 (four) systems, assemblies out of 08 (eight) systems, assemblies of the original vehicle, specifically:
+ Power transmission system (clutch, gearbox, drive shaft, main drive axle, hydraulic transmission);
+ Movement system (wheels, idle axle, driving motor);
+ Suspension system;
+ Braking system;
+ Steering system;
+ Electrical, hydraulic, and automated systems;
+ Cab, vehicle body;
+ Specialized equipment.
(4) Must ensure compliance with regulations, technical standards, and the law, Ministry of Defense regulations on technical safety quality, environmental protection, and state secrets.
(5) The total weight of the military vehicle after renovation must meet stability and safety criteria during operation and the Road Traffic Law regulations.
(6) The size limits of military vehicles after renovation must not exceed the limits prescribed by the Road Traffic Law.
(7) Military vehicles after renovation must be registered as per legal regulations.

Article 11 Circular 95/2023/TT-BQP regulates the renovation work of military vehicles as follows:
Renovation implementation of military vehicles
1. Unit or organization implementing the renovation of military vehicles
a) Organizations with legal status, having registered for business in the fields of road motor vehicle renovation, production, and assembly.
b) Units within the Ministry of Defense with the function and task of renovating military vehicles.
2. The renovation of military vehicles must follow the design documents approved by the competent authority.
3. Units or organizations implementing the renovation of military vehicles as prescribed in clause 1 of this Article are responsible for the quality of the renovated military vehicles.
4. The renovation of military vehicles must be carried out according to the law on bidding. In the case of installing technical equipment onto military vehicles, it must be undertaken by a unit within the Ministry of Defense.
Thus, according to the above regulations, the unit or organization responsible for the renovation of military vehicles is:
- Organizations with legal status, registered for business in the field of road motor vehicle renovation, production, and assembly.
- Units within the Ministry of Defense with the function and task of renovating military vehicles.
What documents must military vehicles have when participating in traffic?
According to sub-section 2.1, Section 2 Joint Circular 27/2003/TTLT-BGTVT-BQP stipulates for military vehicles when participating in traffic as follows:

2.1. Military vehicles participating in traffic must have: a registration certificate, registration plate, inspection stamp, circulation permit, and vehicle operation document issued by a competent authority of the Ministry of Defense.
2.2. Military vehicles and drivers participating in traffic must be subject to inspection and control by military vehicle inspectors and the road traffic safety assurance force within the scope of their tasks and powers as per current regulations.
2.3. Tracked military vehicles participating in traffic under normal conditions must comply with the regulations of the Ministry of Transport. In cases of emergency tasks, they must comply with the regulations of the Ministry of Defense and have measures to protect roads and bridges, ensuring traffic safety according to the law.
Thus, according to the regulations, military vehicles participating in traffic must have the following documents:
- Registration certificate;- Registration plate;- Inspection stamp;- Circulation permit;- Vehicle operation document issued by a competent authority of the Ministry of Defense.
Circular 95/2023/TT-BQP takes effect from January 15, 2024, and replaces Circular 01/2011/TT-BQP.
