2 Minimum wage of officials in 2024?
The minimum wage of officials in 2024 is divided into two time periods as follows:
*From January 1, 2024 - June 30, 2024
Currently, the wage level for C3-tier officials is the lowest salary according to Section 6 of the Professional, Professional Table for officials in state agencies issued with Decree No. 204/2004/ND-CPhttps://thuvienphapluat.vn/van-ban/Lao-dong-Tien-luong/Nghi-dinh-204-2004-ND-CP-che-do-tien-luong-doi-voi-can-bo-cong-chuc-vien-chuc-luc-luong-vu-trang-52629.aspx supplemented by Clause 2, Article 1 of Decree No. 17/2013/ND-CP specifically as follows:

These salaries are calculated according to the current statutory pay rate: 1,800,000 VND/month (Decree No. 24/2023/ND-CP).
The minimum salary for officials from January 1, 2024, to June 30, 2024, is 2,430,000 VND/month.
*From July 1, 2024
On November 10, the National Assembly approved a resolution on the 2024 state budget estimates.
The resolution clearly states that from July 1, 2024, a comprehensive reform of wage policy will be implemented according to Resolution No. 27-NQ/TW 2018 of the Seventh Session, XII Central Executive Committee.
According to Resolution No. 27-NQ/TW 2018, the objectives set for officials and public employees when implementing the 2024 wage reform are as follows:

a) For the public sector
- From 2021, apply new unified wage policies for officials and public employees, armed forces throughout the entire political system.
- In 2021, the minimum wage for officials and public employees will equal the average minimum wage across regions of the enterprise sector.
- Periodically adjust the wage level in line with the consumer price index, economic growth rate, and state budget capacity.
- By 2025, the minimum wage for officials and public employees will be higher than the average minimum wage across regions of the enterprise sector.
- By 2030, the minimum wage for officials and public employees will be equal to or higher than the highest regional minimum wage in the enterprise sector.
Therefore, if there are no changes, the minimum wage for officials from July 1, 2024, will equal the average regional minimum wage in the enterprise sector.
On December 20, 2023, the National Wage Council held a meeting to discuss and negotiate the regional minimum wage adjustment plan for 2024.
At the meeting, all present members of the National Wage Council voted and concluded the regional minimum wage increase for 2024 by 6%, effective from July 1, 2024.
With a 6% regional minimum wage increase, the wage levels in the enterprise sector for 2024 are projected as follows:

Thus, the average minimum wage in the enterprise sector after a 6% increase in the regional minimum wage is estimated at approximately 4.1 million VND.
Therefore, the minimum wage for officials from July 1, 2024, could be approximately 4.1 million VND.
2 minimum wage levels for officials in 2024:
Before the wage reform, the wage was 2,430,000 VND, and after the wage reform, the wage could reach approximately 4,100,000 VND.

2 Salary scales according to official positions from July 1, 2024: When will they be available?
The Government of Vietnam has issued Resolution No. 01/NQ-CP on key tasks and solutions for the implementation of the socio-economic development plan and the state budget estimate for 2024, which includes important directives related to wage reform for officials and public employees as well as the armed forces.
The Government of Vietnam will implement comprehensive, effective, and synchronous wage reform policies according to Resolution No. 27-NQ/TW 2018 of the Central Committee regarding wage policy reform for officials and public employees, armed forces, and workers in enterprises.
The job position classification for officials and public employees in the state administrative system must be completed by March 31, 2024; simultaneously, clearly define the responsibilities of each ministry, central authorities, and local authorities as well as the heads to use as a basis for wage policy reform starting from July 1, 2024.
According to Appendix IV, some specific tasks for sectors and fields in 2024 (attached to Resolution No. 01/NQ-CP), the Government of Vietnam assigns the Ministry of Home Affairs to lead the implementation, and complete the decree stipulating the new wage policies for officials, public employees, and the armed forces within May 2024.
Thus, 2 salary scales according to official positions could be completed by May 2024.
2 Salary scales according to official positions starting from July 1, 2024, are which 2 salary scales?
Based on the spirit of Resolution No. 27-NQ/TW 2018, the 2 official salary scales applicable to officials starting July 1, 2024, include the following 2 salary scales:
Salary Scale 01: Position-based salary scale applied to officials and public employees in leadership positions (elected and appointed) within the political system from the central to the communal level.
Salary Scale 02: Professional salary scale according to the rank of officials and titles of public employees, applied generally to officials and public employees not in leadership positions.
However, as of now, there is no specific draft or official document specifying the detailed salary levels within the 2 salary scales for officials and public employees.
Furthermore, starting from July 1, 2024, 8 types of allowances for officials and public employees will be applied, including the following allowances:
(1) Concurrent Position Allowance(2) Seniority Allowance beyond the scale(3) Regional Allowance(4) Occupational Allowance(5) Mobility Allowance(6) Special Hardship Allowance(7) Administrative Unit Classification Allowance(8) Job Responsibility Allowance
Upon implementing the wage reform from July 1, 2024, the 8 aforementioned types of allowances will be applied to officials and public employees.
