In implementing Resolution No. 55/NQ-CP dated June 2, 2021 of the Government on measures for reducing electricity price (3rd time) for clients, according to remarks of Ministry Of Industry And Trade under Official Dispatch No. 564/BTC-QLG dated May 26, 2021; Commission for the Management of State Capital at Enterprises under Official Dispatch No. 132/UBQLV-NL dated May 26, 2021; Vietnam Electricity under Official Dispatch No. 45/EVN-TCKT dated May 26, 2021, Ministry of Industry and Trade hereby provide guidelines for reducing electricity price for clients affected by the third COVID-19 outbreak as follows:
1. Eligibility for receiving reduction in electricity price:
a) Reduce from electricity price applicable to businesses to electricity price applicable to manufacturing sectors under Decision No. 648/QD BCT dated March 20, 2019 of Minister of Industry and Trade on revision on average electricity price, electricity price for clients that are tourism accommodations according to Law on Tourism 2017 and relevant law provisions.
b) Reduce electricity price (before tax) directly for facilities serving COVID-19 management that do not charge money and purchase electricity from Power Corporation/Power Company affiliated to Vietnam Electricity and electricity retailers. Reduced amount is as follows:
- Reduce 100% of electricity price for facilities acting as concentrated quarantine and medical examination areas for individuals infected or suspected to have been infected with COVID-19.
- Reduce 20% of electricity price for medical establishments currently providing examination, testing, and treatment for individuals infected or suspected to have been infected with COVID-19.
Do not reduce electricity price for facilities serving COVID-19 management that charge for concentrated medical quarantine according to the Government under Resolution No. 16/NQ CP dated February 8, 2021.
2. Duration of electricity price reduction for clients under Section 1 hereof shall be 7 months from the issue of electricity bill in June 2021 to the issue in December 2021.
3. Electricity retailers are responsible for producing documents on electricity price reduction for clients specified in Section 1 hereof under their management and sending to Power Corporation/Power Company to serve as the basis for reimbursement of electricity price. Documents on electricity price reduction consist of:
- List of clients benefiting from electricity price reduction during the meter reading period;
- Schedule on electricity price of clients reduced during the meter reading period which bears confirmation of legal representatives of electricity retailers;
- For clients receiving electricity price reduction under Point a Section 1 hereof, electricity retailers are responsible for cooperating with Power Corporation/Power Company in providing documents serving calculation of electricity price in the meter reading period. For clients receiving electricity price reduction under Point b Clause 1 hereof, comply according to the time in which lists of free-of-charge COVID-19 management facilities under Section 4 hereof are received.
4. Lists of free-of-charge COVID-19 management facilities eligible for electricity price reduction shall be provided for electricity authorities by National Steering Committee for COVID-19 Epidemic Management, Ministry of National Defense, Ministry of Public Security, People’s Committees of provinces and central-affiliated cities.
5. Once the period of electricity reduction under Section 2 hereof expires: Apply electricity price under Decision No. 648/QD BCT or other applicable regulations.
Departments of Industry and Trade of provinces and central-affiliated cities, Vietnam Electricity shall direct and elaborate to enable relevant entities to reduce electricity price according to guidelines of Ministry Of Industry And Trade under this Official Dispatch. Difficulties that arise during implementation hereof should be reported to Ministry Of Industry And Trade, Ministry of Finance, or Commission for the Management of State Capital at Enterprises for resolution or reported to Prime Minister for consideration and resolution./.
