Based on Article 2 of Decision 110/QD-BTC of 2019, the Tax Sub-Department of Nha Trang City is tasked with performing duties, powers, and responsibilities as regulated by the Tax Administration Law 2019, tax laws, other related legal provisions, and the following specific duties and powers:

(1) Organize the uniform implementation of legal documents on taxation, tax administration, and other related legal regulations; procedures, and tax management measures in the locality.

(2) Arrange to execute the annual tax collection estimates assigned; summarize, analyze, and assess tax administration work; advise the local party committee and government on formulating and executing state budget revenue estimates and tax management work in the area; preside over and coordinate closely with related sectors, agencies, and units to carry out assigned tasks.

(3) Implement communication, guidance, and explanation of State tax policies; support taxpayers in the area to fulfill their tax obligations according to the law.

(4) Propose to the Director of the Tax Department issues needing amendments and supplements in legal documents on tax, professional procedures, internal management regulations, and matters beyond the Tax Department's authority.

(5) Administer tax management for taxpayers under the Tax Department's jurisdiction: taxpayer registration; tax declaration; tax calculation; tax notification; tax payment; tax refund; tax deduction; tax exemption, reduction; tax debt, penalty cancellation; tax accounting for taxpayers; ensure taxpayers fully and promptly fulfill their tax obligations to the state budget.

(6) Manage information about taxpayers; build a data system on taxpayers in the locality.

(7) Inspect, audit, and supervise tax declaration, tax refund, exemption, reduction, payment, tax settlement, and compliance with tax policies and laws of taxpayers and tax-commissioned organizations and individuals under the management level and authority of the Tax Department Head.

(12) Compensate taxpayers for damages caused by the tax authority’s errors, as provided by law; keep taxpayer information confidential; confirm taxpayers’ tax obligations per legal regulations.

(13) Perform tax statistics, management, receipt management, and tax documents; report on tax revenue status and other reports serving the directives of higher-level authorities, the local People's Committee, and related agencies; summarize and evaluate tax department duties and outcomes.

(14) Conduct inspection, resolution of tax-related complaints and denunciations, and those related to the execution of official duties by tax officers under the Tax Department Head’s authority per regulations.

(15) Handle tax administrative violations, prepare documents for competent authorities to prosecute organizations and individuals that violate tax laws according to the Tax Administration Law and related laws.

(16) Assess to determine the tax payments due by taxpayers at the request of competent state agencies.
