The Government of Vietnam recently issued Decree No.75/2021/NĐ-CP stipulates the level of subsidy and allowance and preferential regimes for people with meritorious services to the revolution. According to this Degree, there are adjustments in nursing expenses for this policy’s objects.
Accordingly, the level of nursing expenditure under the new Decree will be based on the standard level of the preferential allowance for people with meritorious services to the revolution of Vietnam instead of a fixed amount as prescribed by current law, Decree 31/2013/NĐ-CP.
1. Preferential regimes standards
Article 3 of Decree No. 75/2021/NĐ-CP prescribes that:
“The Preferential subsidy standard for people with meritorious services to the revolution is 1.624.000 VND.”
The role of this standard is reflected in the fact that it is used as a ground for calculating subsidy, allowance and preferential regimes for people with meritorious services to the revolution and their relatives.
Thus, policies which depend on the standard level shall be adjusted in time whenever the standard level changes.
2. Health rehabilitation nursing expenses
Depending on the type of nursing that the beneficiary chooses to be home-nursing or concentrated-nursing, so that the cost will be different. Specifically:
(1) For health rehabilitation home-nursing
Clause 1 Article 6 Decree No. 75/2021/NĐ-CP prescribes that:
“The expenditure is 0.9 times of the standard level each person per time and is paid directly to the beneficiaries.”
Accordingly, the level of expenditure for people with meritorious services to the revolution when nursing at home is 1.461.600 VND and is paid directly.
In comparison, the expenditure is just 1.110.000 VND as prescribed in Point b Clause 3 Article 53 Decree 31/2013/NĐ-CP.
(2) For health rehabilitation concentrated-nursing
Clause 2 Article 6 Decree No. 75/2021/NĐ-CP prescribes that:
“The expenditure is 1.8 times of the standard level each person per time”
The expenditures include: food during the nursing period, essential drugs, presents and other related expenditures during the period.
Thus, the expenditure for people with meritorious services to the revolution when taking concentrated-nursing is 2.923.200 VND.
In comparison, the expenditure is just 2.220.000 VND as prescribed in Point a Clause 3 Article 53 Decree 31/2013/NĐ-CP.
In short, the nursing expenses under the new Degree are regulated in favor of people with meritorious services to the revolution.
Note: Decree No. 75/2021/NĐ-CP officially takes effect from September 15, 2021.
