1. Which agency does Vietnam Television belong to?

- Vietnam Television is an agency under the Government, the national television station, and the main multimedia communication agency. It performs the function of providing information and propagating the party's policies, directions, and the State's policies and laws; contributes to educating and improving the people's intellectual level; and serves the spiritual life of the people through television programs and various forms of press and media.

- Vietnam Television is abbreviated as THVN in Vietnamese; its international trading name in English is Vietnam Television, abbreviated as VTV.

- Vietnam Television is under the state management of the Ministry of Information and Communications in terms of the press.

2. Tasks and Powers of Vietnam Television

Vietnam Television performs the tasks and powers specified in Decree 10/2016/ND-CP, Decree 47/2019/ND-CP, and the following specific tasks and powers:

- Develop and submit to the Government, the Prime Minister the long-term, medium-term, annual strategies, plans, and other important projects of Vietnam Television, and organize their implementation after approval.

- Research, propose the establishment of, and submit to competent authorities for the announcement of national standards; issue basic standards as prescribed by law.

- Organize the production, transmission, broadcasting, publication, and storage of television programs, electronic newspapers, and printed newspapers as prescribed by law.

- Participate in the development of strategies and plans for the development of the journalism, radio, and television networks.

- Decide on and take responsibility for the content, programs, and daily broadcasting time on Vietnam Television channels as prescribed by law.

- Directly manage the specialized technical system of Vietnam Television for content production; transmit signals on telecommunications infrastructure and broadband internet; broadcast on satellite television, terrestrial television, and cable television networks; provide programs and channels on Vietnam Television's digital platform and other digital platforms, both domestically and internationally, as prescribed by law.

- Chair and coordinate with local television stations, radio stations, and television stations in planning the production of programs broadcast on Vietnam Television channels.

- Manage and decide on investment projects and construction within its jurisdiction as prescribed by law; participate in the appraisal of important professional and technical projects assigned by the Prime Minister.

- Implement a mechanism of autonomy and responsibility for tasks, organization structure, and number of employees; apply financial and salary mechanisms as enterprises as prescribed by law; operate not for profit purposes.

- Coordinate with relevant ministries and agencies in developing and submitting to competent authorities for the issuance of Vietnam Television's financial mechanism as prescribed by law.

- Exercise the rights and responsibilities of representing the state owner for enterprises established by Vietnam Television and for its capital contribution in enterprises as prescribed by law.

- Organize research and application of scientific and technological advances and digital transformation in the activities of Vietnam Television; research and build a digital television platform (online) applying information technology, digital technology, and digital transformation to promote audience participation and content creation.

- Train and improve professional and vocational qualifications; international cooperation in the field of television and multimedia communication as prescribed by law.

- Decide and direct the implementation of Vietnam Television's administrative reform program according to the objectives and content of the state administrative reform program approved by the Government and the Prime Minister.

- Manage the organization, civil servants, and employees; decide on appointment, reappointment, removal from office, rewards, and discipline; direct the implementation of salary regimes and other regimes, policies of remuneration, training, and improvement of civil servants and employees within the scope of management of Vietnam Television as prescribed by law.

- Manage and use the state budget and public assets as prescribed by law.

- Handle complaints and denunciations within its jurisdiction; prevent and combat corruption and waste as prescribed by law.

- Organize service provision activities as prescribed by law.

- Implement reporting regimes for the Government, the Prime Minister, the Ministry of Information and Communications, and other competent authorities as prescribed by law.

+ Perform other tasks and powers as prescribed by law.
