Application for registration of vestiges, antiques and national precious objects (Appendix 1 issued with Circular 13/2023/TTBVHTTDL amending and supplementing regulations related to citizenship documents in a number of Circulars issued by the Minister of Culture, Sports, and Tourism).
- Number of documents: 01 (set).
* How to submit application:
Submit directly or by mail to the Director of the Department of Culture, Sports, and Tourism/local Department of Culture and Sports.
Legal basis: Decision 3638/QD-BVHTTDL 2023
- The owner of relics, antiquities, or national treasures has to submit an application for registration of relics, antiques, or national treasures to the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports of the place of residence.
- Within 15 working days from the date of receiving the application from the owner of relics, antiquities, or national treasures, the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports is responsible for reviewing and responding to the registration deadline.
- Within 15 working days from the date of completion of registration procedures, the Director of the Department of Culture, Sports, and Tourism/Department of Culture and Sports issues the Certificate of registration of vestiges, antiques and national precious objects to owners of vestiges, antiques and national precious objects.
Legal basis: Decision 3638/QD-BVHTTDL 2023
- All vestiges, antiques and national precious objects gathered in the course of archaeological exploration and excavation, as well as those discovered and handed over by organizations and individuals must be temporarily deposited in preservative storage of museums of the provinces, where such vestiges, antiques and national precious objects are discovered. Provincial-level museums shall have to receive and manage them and make reports thereon to the Ministry of Culture and Information.
- Basing himself on values and requirements of preserving vestiges, antiques or national precious objects prescribed in Clause 1 of Article 41 of the Law on Cultural Heritage 2001, the Minister of Culture and Information shall decide to hand over such vestiges, antiques or national precious objects to State museums with appropriate functions.
- Organizations and individuals that discover and hand over vestiges, antiques and national precious objects shall have their discovery and preservation expenses refunded and be rewarded a sum of money according to the provisions of law.

- A national precious object must satisfy the following criteria:
+ Being the unique original object;
+ Being an object with a special form;
+ Being an object of special value related to a great national event or to the career of a national hero or typical personality; or being a famous artistic work of ideological, humane or aesthetic value typical of a trend, style or era; or being a typical invented or created product of high practical value with the effect of promoting social development in a certain historical period; or being a natural specimen evidencing different formation and development periods of the earth's history and nature's history.
- National precious objects shall be registered with competent state agencies in charge of culture, sports and tourism. Owners of registered national precious objects have the rights defined in Clause 3. Article 42 of the Law on Cultural Heritage 2001. When transferring the ownership of national precious objects, their owners shall notify competent state agencies in charge of culture, sports and tourism of new owners of these objects within 15 days after the transfer.
- National precious objects shall be protected and preserved under a special regime.
- The State shall earmark adequate budgets for purchasing national precious objects.
- The Prime Minister shall decide to recognize national precious objects after obtaining evaluation opinions of the National Council for Cultural Heritages.
- The Minister of Culture. Sports and Tourism shall specify the order of and procedures for recognizing national precious objects.
