Regarding this issue, LawNet would like to answer as follows:

1. Functions and tasks of Ho Chi Minh City Cadre Academy in Vietnam

- High-level training in political theory for officials, civil servants, and public employees of Ho Chi Minh City according to the functions and tasks of regulations for political schools in provinces and centrally run cities.

- Be trained and awarded university and postgraduate degrees according to the provisions of law.

- Foster political theory, Party guidelines and policies, and state laws on state management knowledge and skills.

- Implement science and technology services; research and advise on policies for all levels of city management.

- Cooperate and link training and scientific research with domestic and foreign higher education institutions.

2. Powers and responsibilities of Ho Chi Minh City Cadre Academy in Vietnam

The Academy has autonomy and self-responsibility for planning, development plans, organization of training activities, science and technology, finance, and human resources organization, specifically:

- Develop and organize the implementation of planning and development plans for the Academy in accordance with the tasks assigned by the City Party Committee and People's Committee.

- Develop programs, textbooks, teaching, and learning plans for occupations allowed to be trained; organize admission; organize the training process; recognize graduation; and issue diplomas and certificates according to the regulations of the Ministry of Education and Training and the Ho Chi Minh National Academy of Politics.

- Mobilize, manage, and use resources to achieve goals, educate, cooperate, and associate with economic, educational, cultural, physical education, sports, medical, health organizations, and scientific research in Vietnam and abroad, according to the provisions of law, to improve the quality of education by linking training with scientific research, production, and employment to serve the cause of socio-economic development.

- Carry out scientific and technological causes assigned by competent agencies and organizations; effectively use investment funds for science and technology development; register to participate in the selection, signing, and implementation of science and technology contracts; train human resources; foster talents in science and technology; and contribute to building and developing the scientific and technological potential of Ho Chi Minh City and the country.

- Receive protection regarding intellectual property rights; transfer, assign, and announce the results of scientific and technological activities; protect the interests of the state and society; and protect the legitimate rights and interests of individuals in training, science, and technology activities.

- Receive aid and sponsorship from domestic and foreign organizations and individuals according to the provisions of law to supplement financial resources; contribute capital in money, assets, and intellectual property rights to conduct scientific and technological activities; use revenue from economic activities (if any) to invest in expanding training activities and building facilities; sponsor and implement preferential policies for children and families eligible for policies; and engage in humanitarian and charitable social activities.

- Organize the apparatus, recruit lecturers, officers, and staff, and establish and dissolve organizations under the Academy according to the provisions of law.

- Implement democracy, equality, and openness in arranging and implementing training, science, technology, and financial activities tasks.

- Implement a reporting regime with the direct management agency and superior agencies on the Academy's operations according to regulations.

- Other powers and responsibilities as assigned and decentralized by competent authorities.
