The Procurator General of the Supreme People's Procuracy promulgates Decision 51/QD-VKSTC in 2023 on the operation regulation of the Steering Committee for the implementation of the "Regulation on the implementation of democracy in the operation of the People's Procuracy".

1. Organizational structure of the Steering Committee for the Implementation of the Regulation on the Implementation of Democracy in the Activities of the People's Procuracy in Vietnam

- The Steering Committee is established by decision of the Chief Procurator of the Supreme People's Procuracy. The Steering Committee is headed by the Deputy Director of the Supreme People's Procuracy, the Deputy Head is the Chief Inspector of the Supreme People's Procuracy; and members include the Director of the Personnel and Organization Department, the Chief of the Office of the Supreme People's Procuracy, the Director of the Department of Planning and Finance; representatives of professional units to exercise the right to prosecute and supervise judicial activities.

- The Standing Committee of the Steering Committee consists of the Chairman and the Deputy Head of the Committee.

- Standing body

The Inspectorate of the Supreme People's Procuracy is the standing body of the Steering Committee. The Standing Body of the Steering Committee assigns members of the Assistant Team of the Inspectorate of the Supreme People's Procuracy, who are directly assigned and managed by the Head of the Working Group under the direction of the Standing Committee of the Steering Committee.

- The Working Group is established by the decision of the Head of the Steering Committee. The Working Group is led by the Deputy Chief Inspector of the Supreme People's Procuracy, the Deputy Group and its members, proposed by the Deputy Head of the Steering Committee.

2. Functions of the Steering Committee for the implementation of the Regulation on the implementation of democracy in the activities of the People's Procuracy in Vietnam

The Steering Committee advises the Party Civil Affairs Committee and the Procurator General of the Supreme People's Procuracy to institutionalize the Party's directives and resolutions and the State's laws on democracy at agencies in order to perfect the system of documents and regulations of the Branch to ensure democracy in administrative activities of units under the Supreme People's Procuracy, the High People's Procuracy, and the Provincial People's Procuracy, People's Procuracy at district level; democratic rights of civil servants, public employees and employees in the People's Procuracy.

3. Tasks and powers of the Steering Committee for the implementation of the Regulation on implementation of democracy in the activities of the People's Procuracy in Vietnam

- Advising and assisting the Party Personnel Committee and the Chief Procurator of the Supreme People's Procuracy in directing, guiding, and inspecting the organization, mastery, and implementation of the Party's directives and resolutions; regulations of the State and the People's Procuracy branch on the implementation of democracy in the operation of the People's Procuracy.

- Pursuant to the Resolution of the Party Civil Affairs Committee and the Directive of the Chief Procurator of the Supreme People's Procuracy on the work of the People's Procuracy, the annual work programs of the Steering Committee are set forth; develop a plan to inspect the implementation of democracy for units under the Supreme People's Procuracy, the High People's Procuracy, and the Provincial People's Procuracy.

- Directly inspecting, directing, and urging the heads of units under the Supreme People's Procuracy and the Chief Procurator of the Supreme People's Procuracy; The Chief Procurator of the People's Procuracy of the province shall organize the inspection of the thorough understanding and implementation of democracy at the agencies and units.

- Actively researching and advising the Party Personnel Committee and the Procurator General of the Supreme People's Procuracy to propose to the Central Steering Committee the implementation of the Regulation on Democracy at the Grassroots (hereinafter referred to as the Central Steering Committee for short); proposing to the Party and State the perfecting of the system of legal documents to ensure the democratic rights of citizens and of cadres, civil servants, public employees, and employees.

- Periodically reviewing, summarizing, and reporting on the results of democracy implementation in the operation of the People's Procuracy and other reports at the request of the Central Steering Committee and the Party Personnel Committee; Chief Procurator of the Supreme People's Procuracy.

- Working with Party committees, request the heads of units under the Supreme People's Procuracy, the chief procurators of the superior people's procuratorates, the heads of the provincial-level People's Procuratorates, and the district-level People's Procurators to provide information, documents on contents related to the building and implementation of democracy in the operation of the People's Procuracy.

Attending preliminary and final conferences, symposiums at units and people's procuracies at all levels on democracy implementation.

- Organizing research, surveys, and interviews to collect opinions of civil servants, public employees, and employees on the contents related to the implementation of democracy in the operation of the People's Procuracy in order to draw out the difficulties. difficulties, obstacles, existence, limitations, and lessons learned.

- Recommending and proposing to the Party Civil Affairs Committee and the Chief Procurator of the Supreme People's Procuracy guidelines and solutions to direct and improve the quality and effectiveness of democracy implementation in the activities of the People's Procuracy.

- Requesting the Procurator General of the Supreme People's Procuracy strictly handle agencies, units, and individuals that violate the Party and State's regulations on the implementation of democracy and the Regulation on the implementation of democracy in the operations of the People's Procuracy; reward agencies, units, and individuals for good implementation of democracy.

- The Steering Committee may use the seal of the Supreme People's Procuracy when performing its tasks and powers.
