According to Article 4 of Circular 07/2022/TT-BNV, the professional ethics standards of archivists are prescribed as follows:
- Honesty, objectivity, dedication, responsibility, humility, solidarity, and effective coordination with colleagues in the process of performing tasks.
- Complying with regulations on authority, order, and procedures in performing archival business processes.
- Maintaining confidentiality of information and documents in accordance with laws and regulations of agencies, organizations and units.
- Actively researching and proposing the application of scientific and technological achievements and initiatives to archival work.
Regarding professional capacity, archivists must meet the standards specified in Clause 2, Article 7 of Circular 07/2022/TT-BNV, specifically as follows:
- Strictly complying with the guidelines and guidelines of the Party, policies and laws of the State and regulations of the industry;
- Mastering the theory, history, and practice of archival work in Vietnam and applying it effectively in the field of archival;
- Having the capacity to manage, guide and inspect the organization and implementation of archival operations;
- Having skills in performing professional and professional tasks and organizing the implementation of plans, programs, schemes and projects on archival;
- Having skills in using information technology, database management, using foreign languages (or ethnic languages for officials working in ethnic minority areas) as required by the job position.
Specifically, in Clause 3, Article 7 of Circular 07/2022/TT-BNV, standards for training and retraining qualifications are as follows:
University graduate or higher in archiving. If you graduate from a university or higher in another discipline, you must have a certificate of training in archival skills issued by a competent training institution or a college or intermediate diploma in archival discipline.
In order to be considered for promotion to a professional title from intermediate archivist to archivist, an individual must satisfy the conditions specified in Clause 2, Article 10 of Circular 07/2022/TT-BNV, specifically as follows:
- Complying with the standards and conditions outlined in Point A, Clause 1, Article 32 of Decree 115/2020/ND-CP;
- Meeting the requirements for the professional title of archivist outlined in Article 7 of Circular 07/2022/TT-BNV;
- Having held the professional title of archivist at intermediate level and equivalent for full 03 years or more (excluding the probationary period or probationary period).
In case of holding a civil servant rank or holding a public employee professional title equivalent to the professional title of intermediate archivist: the current period of holding the professional title of Mid-level archivist is at least 01 year (full 12 months) by the end of the deadline for submitting the application for consideration for promotion.
The archivist is responsible for performing the following duties:
- Participating in the development of documents, professional manuals, plans, programs, schemes, and projects related to archival research;
- Participating in the creation and management of electronic archive and search tool databases;
- Participating in the construction and completion of archival business processes;
- Participating in the development of scientific topics and works on archival and related fields;
- Organizing or taking part in activities such as collecting archival materials, correcting, declassifying, determining value, preserving, compiling statistics, digitizing, introducing, organizing the exploitation and use of archival materials, and repairing, restoring, and insuring archival materials.
- Perform other tasks assigned by competent authorities.
