According to Clause 2, Article 1 of Decision 202/QD-TTg in 2025, the development planning objective for Thu Duc City is as follows:
- Develop Thu Duc City into an innovative, high-interaction urban area; a leading economic region in Ho Chi Minh City and the Ho Chi Minh City metropolitan area through knowledge-based economic activities such as education, research, high-tech production, and development cooperation; initially becoming the national financial center, aiming toward the international region.
- Having a synchronized, modern transport infrastructure structure for convenient connectivity with areas within Ho Chi Minh City and key urban areas in the Southeast region through road, rail, maritime, and inland waterway methods; developing urban areas oriented toward public transport development; developing technical infrastructure to meet class I and special urban standards, facilitating the development of digital infrastructure and smart urban infrastructure.
- Having a good quality of life and an attractive working environment; creating a modern and ecological urban landscape, preserving cultural identity and the features of a riverside city, adapting to climate change.
According to Clause 6, Article 1 of Decision 202/QD-TTg in 2025, the organization of economic infrastructure and social infrastructure system in Thu Duc City, Ho Chi Minh City is as follows:
* Organization of Economic Infrastructure
- Organization of financial, service, and commercial centers:
+ Develop the national financial center with an international role in the new urban area of Thu Thiem; ensure urban space organization, provide a technical infrastructure system and technology, meeting the requirements for diversifying financial services for the national economy.
+ Continue to invest in and add new constructions for the commercial service center, fairs, exhibitions associated with 11 priority development areas of the city, public transport hubs, and urban areas.
- Organization of industrial production, high-tech space:
+ Continue upgrading and developing the existing High-Tech Park with a scale of about 913 hectares, oriented towards connecting production activities, focusing on research and development, improving creative ecosystems to lead the technological level of the region and nation; establish the Ho Chi Minh City Science and Technology Park in Long Phuoc ward with an area of approximately 194.8 hectares. High-tech areas are developed towards research and development and application of high-tech, incubation of high-tech enterprises, high-tech human resource training, and production and business of high-tech products, combined with services supporting high-tech park activities to enhance attractiveness to high-level laborers. Create a creative ecosystem, connect production activities, services, and organize residential areas suitable to the new production model.
+ For the 04 existing industrial zones in Linh Trung, Binh Chieu, and Thanh My Loi wards, with an area of about 280 - 290 hectares, encourage space conversion suitable with the production model oriented towards high-tech, advanced technology application, minimizing negative impacts on the urban environment.
+ Develop the Tam Da area - north of the Depot area – into a high-tech urban area (scale of about 250 hectares); in which encouraging the arrangement of research functions, training, development, and advanced technology production, services in mixed-use areas with a scale of about 133 - 140 hectares.
- Organization of logistics centers:
+ Develop 4 integrated logistics centers with dry port functions in cargo port areas, industrial production concentration areas, with a scale of about 400 - 450 hectares, including: Long Binh Logistics Center, Cat Lai Logistics Center, Linh Trung Logistics Center, High-Tech Park Logistics Center; encourage research and development of logistics functions at the Ho Chi Minh City Science and Technology Park, transport hubs, as per development needs. Plan a system of freight stations and goods terminals to support logistics services and production, business in Thu Duc City, with a scale of about 120 - 130 hectares; organize transport at logistics centers, dry ports, and goods terminals separated from urban traffic and ensure connection with national and international waterway transport.
- Organization of tourism, recreation centers:
+ Develop ecological tourism services associated with the Historical - Cultural Ethnic Park; recreational, fitness services associated with Thu Duc golf course; ecological tourism service centers in areas along the Saigon River, Tac River, and Dong Nai River.
+ Form tourism centers combined with commercial services at Truong Tho passenger port and in complex areas around national railway and urban railway stations.
+ Develop tourism associated with the preservation and promotion of cultural - historical values, ecological landscape values, environment; boost tourism development for cultural exploration, experience; expand weekend tourism development associated with shopping, ecological resort services in riverside areas, entertainment to diversify tourism products and attract tourists; ensure tourism infrastructure facilities and technical standards.
* Organization of Social Infrastructure:
- Organization of training - research centers:
Continue investing in and enhancing the roles of the Vietnam National University Ho Chi Minh City and existing universities or those with designated land funds, with a total scale of about 360 - 400 hectares. Establish new training, research centers, institutes, and schools in Long Phuoc area and in mixed-functional areas in each urban sub-region, to meet the production development, service provision requirements based on high-tech, digital technology models; forming the ecosystem of a knowledge economy and innovation, creativity.
- Organization of health centers:
Healthcare facilities, including general and specialized hospitals of Ho Chi Minh City and central locations in Thu Duc City, cover a total area of about 18 - 20 hectares; maintain 03 existing healthcare facilities with a total area of about 13 hectares; establish a new healthcare facility with a scale of approximately 5.5 - 6.0 hectares, based on the Mental Health Rehabilitation Center in Tam Phu ward and supplement healthcare centers in urban subdivisions.
- Organization of sports centers:
Build the National Sports Complex Rach Chiec with full functions serving competition, sports training, sports service facilities, public service works, public parks, etc., with a scale of about 186.78 hectares; ensure technical facilities and equipment meet the training, coaching, competition, and organization requirements for national and international sports events. In addition, develop sports service facilities and specialized healthcare facilities oriented toward high technology and advanced techniques application.
- Organization of cultural centers:
Construct cultural centers, art centers, thematic museums, cultural houses, etc., of Ho Chi Minh City in the new urban area of Thu Thiem, with a scale of about 6 - 10 hectares; additionally, arrange city-level cultural centers in accordance with the planning scheme of Ho Chi Minh City for the period 2021 - 2030, vision to 2050, in new urban areas within developing urban sub-regions to meet the needs of residents in each area.
