Department of Complaints, Denunciations and Inspection of Region 1 (Department I) is a unit under the Government Inspectorate, with the function of helping the Government Inspector General perform state management and directly inspect and resolve complaints and denunciations for localities in region 1, including 25 provinces and centrally run cities: Lai Chau, Dien Bien, Son La, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, Cao Bang, Bac Can, Thai Nguyen, Lang Son, Phu Tho, Bac Ninh, Bac Giang, Vinh Phuc, Hai Duong, Hung Yen, Hai Phong, Quang Ninh, Hanoi, Hoa Binh, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh.
Department I is headquartered in Hanoi and has its own seal.

Duties and powers of the Department of Complaints and Denunciations and Inspection of Region 1 include:
(i) Carrying out state management functions:
- Lead or participate in developing projects, strategies, programs, long-term and annual plans, and other programs and plans on inspection, settlement of complaints and denunciations, and anti-corruption of the Government Inspectorate;
- Coordinate with departments and units under the Government Inspectorate to develop and submit to the Government Inspector General legal documents on inspection work and settlement of complaints and denunciations;
- Help the Government Inspector General guide localities in region 1 to develop and organize the implementation of inspection programs and plans; Direct and guide the professional work and inspection skills; resolve complaints and denunciations for Inspectors of assigned provinces and centrally run cities;
- Check the accuracy and legality of inspection conclusions and the decision on post-inspection handling of the Chairman of the People's Committee of the province or centrally run city and of the Chief Inspector of the province or centrally run city in region 1 when necessary;
- Assist the Government Inspector General in requesting the Chairmen of the People's Committees of provinces and centrally run cities in Region 1 to conduct inspections of cases falling under local management responsibility when detecting signs of violating the law; In case the Presidents of the People's Committees of provinces and centrally run cities do not agree, they shall submit it to the Government Inspector General to decide on inspection and preside over implementation;
- Help the Government Inspector General consider and handle issues where the Chief Inspector of a province or centrally run city does not agree with the Chairman of the People's Committee at the same level on inspection work, settlement of complaints and denunciations;
- Advise the Government Inspector General to suspend the implementation and request the Prime Minister to abolish the regulations of the People's Committee and the Chairman of the People's Committee of the provinces and centrally run cities of Region 1 contrary to the regulations of superior state agencies and the Government Inspector General on inspection work and settlement of complaints and denunciations;
- Help the Government Inspector General carry out the inspection and review of responsibilities of the Chairman of the People's Committee of the province and centrally run city in region 1 in implementing legal regulations on inspection and settlement of complaints and denunciations;
- Coordinate with inspectors of provinces and centrally-run cities in Region 1 to monitor the inspection situation, settle complaints and denunciations, and promptly propose solutions to the Government Inspector General when there are signs of complications arising;
- Coordinate with the Legal Department in commenting on legal projects chaired by the Government Inspectorate or other ministries and branches;
- Summary of practical operational experience; participation in theoretical and professional research; and proposal of amendments and supplements to improve the mechanisms, policies, and laws on inspection, settlement of complaints and denunciations, reception of citizens, prevention, and fight against corruption.
(ii) Directly inspect and resolve complaints and denunciations:
- Organize the implementation of the annual plan on inspection and settlement of complaints and denunciations after it is approved by the Government Inspector General; Directly inspect the implementation of policies, laws, tasks, powers and management responsibilities of the People's Committees of provinces and centrally run cities in region 1 according to the plan or inspect other cases when assigned by the Government Inspector General;
- Submit to the Government Inspector General for decision on re-inspection of the case that has been concluded by the Chairman of the People's Committee and the Chief Inspector of the province or centrally run city in Region 1 but has detected signs of law violation;
- Help the Government Inspector General to verify and settle complaints and denunciations arising in Area 1 according to the provisions of law; coordinate with the Department of Reception and Handling of Letters to receive citizens to the Government Inspectorate for complaints and denunciations about cases assigned to Department I to take the lead for consideration and settlement;
- Organize, monitor, and direct the activities of inspection teams; resolve complaints and denunciations chaired by the Department or headed by officials and civil servants of the Department;
- Coordinate with the Department of Supervision, Appraisal, and Post-Inspection Handling to monitor, urge, and inspect agencies, organizations, and individuals to implement conclusions, recommendations, and handling decisions on inspection, settlement of complaints, and denunciations of the Government Inspectorate and the Prime Minister for cases inspected by the Department.
(iii) Carry out tasks of administrative reform, international cooperation, and scientific research as assigned by the Government Inspector General.
(iv) Summarize and report the results of inspection work, resolve complaints and denunciations, and perform other tasks within assigned functions and tasks according to regulations of the Government Inspectorate.
(v) Manage officers, civil servants, records, documents, assets, and assigned seals according to the provisions of law and regulations of the Government Inspector General.
(vi) Perform other tasks assigned by the Government Inspector General.
