1. What is a combination of military and civil medicine?

According to Clause 1, Article 2 of Decree 118/2018/ND-CP, the combination of military and civil medicine forces is a combination of military medical forces and civil medicine forces in order to promote the synergy of medical forces, including organization, human resources, equipment, and medical assurance tasks, in order to improve the quality of care, protect and improve the health of people and soldiers, and respond to medical situations.

2. Contents of combining military and civil medicine in epidemic prevention and control in Vietnam

2.1. Combining military and civil medicine in propaganda on disease prevention and control in Vietnam

Specifically, in Article 4 of Decree 118/2018/ND-CP, the combination of military and civil medicine in the propaganda on disease prevention and control includes the following contents:

- Propagating and educating the people and soldiers on the following contents: personal hygiene, environmental hygiene, and food safety; risks, routes of transmission, and measures to prevent and control the disease.

- Propagate to raise awareness about the responsibilities of agencies, organizations, and individuals in disease prevention and control.

2.2. Combining military and civil medicine in investigation, surveillance, and intervention in disease prevention and control in Vietnam

The contents of the combination of military and civil medicine in investigation, supervision, and intervention in disease prevention and control are as follows:

- Organizing epidemiological investigation, monitoring the epidemic situation.

- Implementing environmental sanitation measures, managing biological waste and medical waste, and implementing measures to disinfect and destroy pathogens and disease vectors in the locality and unit.

- Implementing expanded vaccination work for people and soldiers.

- Implementing medical isolation measures when necessary.

- Organizing training and rehearsal of disease prevention and control plans close to the actual situation in the locality.

- Being combined in organizing the collection and treatment of people with infectious diseases when an epidemic occurs.

- Conducting continuing education and training on technical expertise in epidemiological investigation, surveillance, diagnosis, treatment, and management of infectious diseases that can become epidemics.

- Researching infectious pathogens that have the potential to cause epidemics in humans, transmission routes, and vectors, and developing techniques for surveillance and identification of disease-causing pathogens.

3. Contents of combining military and civil medicine in medical examination and treatment and implementation of medical programs in Vietnam

According to Article 6 of Decree 118/2018/ND-CP, the combination of military and civil medicine in medical examination and treatment and the implementation of medical programs includes the following contents:

- Organizing the collection, examination and treatment of people and armed forces at medical examination and treatment establishments.

- Technical transfer, training, and continuous training in technical expertise related to medical examination and treatment activities.

- Researching pathology and treatment methods.

- Researching and developing medical examination and treatment techniques.

- Medical examination and treatment for policy beneficiaries and social protection beneficiaries.

- Organizing and implementing local health programs.

4. Principles of combining military and civil medicine in Vietnam

The combination of military and civil medicine must ensure the principles specified in Article 3 of Decree 118/2018/ND-CP, specifically as follows:

- Complying with the guidelines, lines, and policies of the Party and the laws of the State on the basis of the functions, tasks, and powers of military and civil medicine units.

- Closely integrating socioeconomic and health development, as well as strengthening national defense and security and constructing defense zones in provinces and cities.

- Promoting the synergy of military and civil medicine in the implementation of the contents of combined military and civil medicine work.

- Operating in accordance with the coordination regulations issued by the military and civil medicine management agencies.
