Vietnam: Regulations on air traffic controllers

On May 29, 2024, the Minister of Transport issued Circular 15/2024/TT-BGTVT amending Circular 19/2017/TT-BGTVT on the regulations for managing and ensuring flight operations, which includes amendments to regulations concerning air traffic controllers in Vietnam.

Regulations on Air Traffic Controllers in Vietnam

Circular 19/2017/TT-BGTVT (as amended by Circular 32/2021/TT-BGTVT and Circular 15/2024/TT-BGTVT) stipulates air traffic controllers in Vietnam as follows:

(1) Air traffic controllers in Vietnam include:

- Air traffic controllers at airport, approach, and en route positions;

- Flight procedure officers;

- Flight information and coordination officers;

- Air traffic flow management officers;

- Signal operators;

- HF A/G shortwave communication operators;

- Flight data processing officers;

- air traffic control chief shifts (at positions detailed in Annex XI attached to Circular 19/2017/TT-BGTVT);

- Flight plan procedure assistance officers;

- Air traffic control trainers and air traffic flow management trainers.

(2) Air traffic controllers in Vietnam must possess valid licenses and endorsements when performing their duties. Employees undergoing internship and training at operational positions (route control, approach control, airport control) must be supervised and guided by a licensed and properly endorsed air traffic control or air traffic control trainer. The supervising and guiding air traffic control or air traffic control trainer shall be responsible for the provision of air traffic control services by the intern or trainee in that position.

The enterprise providing air traffic services is responsible for arranging an adequate number of air traffic controllers suitable for the operational positions.

(Currently, Clause 2, Article 17 of Circular 19/2017/TT-BGTVT stipulates: air traffic controllers must possess valid licenses and endorsements when performing their duties. The enterprise providing air traffic services must arrange an adequate number of air traffic controllers suitable for the operational positions)

(3) The duties of air traffic controllers are specified in the operational guidance documents of each ATS and air traffic flow management facility.

Circular 15/2024/TT-BGTVT takes effect from July 15, 2024.
