Below is the content at Circular 01/2023/TT-BVHTTDL dated February 21, 2023 amending Circular 17/2015/ TT-BVHTTDL on prevention and combat of doping in sports activities promulgated by the Minister of Culture, Sports and Tourism of Vietnam.
Specifically, violations of the World Anti-Doping Code in Vietnam include:
- There are prohibited substances, metabolites, or traces of prohibited substances in the athlete's specimen.
- Use of prohibited substances or prohibited methods.
- Evading, refusing, or failing to take samples without justification after being given notice
- Violation of requirements regarding the presence of athletes for out-of-competition doping testing.
- Falsifying or interfering with any stage of doping testing.
- Possession of a prohibited substance or prohibited method.
- The trafficking of prohibited substances or methods.
- For athletes to drink, use prohibited substances or methods in or out of competition; to support, encourage, assist, command, cover, or engage in any other complicity in violation of anti-doping regulations.
- Complicity in, or concealment of, one or more of the acts listed in Clauses 1–8 of Article 4 of Vietnam's Circular 17/2015/TT-BVHTTDL.
- Athletes who have professional sports relationships with coaches, instructors, doctors, or anyone who is being disciplined for violating anti-doping regulations.
- Discrimination, including the punishment of those who report doping violations. (Additional new regulations)
Vietnam's Circular 01/2023/TT-BVHTTDL takes effect from April 15, 2023.
