The Ministry of National Defense issues Circular 49/2017/TT-BQP guiding Decision 10/2016/QD-TTg dated March 3, 2016 on the implementation of electronic port border procedures.
When performing electronic border guard procedures, the person handling the procedures:
- Use electronic signatures when declaring electronic port border guard records on the Information Portal;- The electronic signature is a digital signature, issued and registered by organizations providing digital signature verification services with the Information Portal at the address http://thutucbienphong.gov.vn;- After registering an electronic signature, the person handling the procedures uses the signature along with the account to access the Information Portal to declare records.
From July 1, 2017, when carrying out export, import, and transit procedures for ships, the person handling the procedures who has registered an electronic signature is not required to submit the following documents to the Port Border Guard:
- General declaration;- Crew list; passenger list;- Dangerous goods declaration, weapons, explosives;- Stowaway declaration.
Circular 49/2017/TT-BQP takes effect from April 21, 2017, and repeals Circular 188/2011/TT-BQP.
