On December 30, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 42/2024/TT-BTNMT stipulating the technology for establishing thematic maps using remote sensing technology.
- Survey the geographical characteristics of the project area, collect and analyze information to assess the current situation, identify trends, recognize main issues, and provide recommendations for task implementation.
- Determine the phase required for map establishment, calculate the number of cycles, starting and ending times of the cycle, and the sources of materials used for map creation.
- Collect documents and data
+ Optical remote sensing data ensuring technical parameters of optical remote sensing data, satellite orbit, and cloud cover maintained at level A (below 10%) or level B (from 10 - 25%); ground resolution not exceeding 0.2 mm according to the required map scale + Thematic maps, data, national geographic database, digital elevation model (DEM), horizontal and vertical control points ensuring legal validity, with an establishment timing suitable for the map's purpose, content, and scale;
+ Specialized legal normative documents, statistical data, information related to the established thematic map ensuring legal validity.
- Survey, assess the usability of each document, data, and select the materials and data for use.
- Convert data sources to digital format (spatial and non-spatial).

Note:
- For work content related to the establishment of thematic maps using optical and radar remote sensing data that is being implemented before this Circular takes effect, continue to implement according to Circular 10/2017/TT-BTNMT which regulates the procedures for establishing thematic maps using remote sensing data at scales of 1:5,000, 1:10,000, 1:500,000, 1:1,000,000.
- Work content initiated from the effective date of this Circular shall be conducted in accordance with the regulations of this Circular.
