System of legislative documents in Vietnam from April 1, 2025

The system of legislative documents is stipulated as follows:

- Constitution.

- Code, law (hereinafter collectively referred to as law), resolution of the National Assembly.

- Ordinance, resolution of the Standing Committee of the National Assembly; joint resolution between the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front; joint resolution between the Standing Committee of the National Assembly, the Government of Vietnam and the Presidium of the Central Committee of the Vietnam Fatherland Front.

- Order, decision of the President.

- Decree, resolution of the Government of Vietnam; joint resolution between the Government of Vietnam and the Presidium of the Central Committee of the Vietnam Fatherland Front.

- Decision of the Prime Minister of the Government of Vietnam.

- Resolution of the Council of Judges of the Supreme People's Court.

- Circular of the Chief Justice of the Supreme People's Court; circular of the Head of the Supreme People's Procuracy; circular of Ministers, Heads of Ministry-level agencies; circular of the State Auditor General.

- Joint circular between the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the State Auditor General, Ministers, and Heads of Ministry-level agencies.

- Resolution of the People's Council of provinces, centrally-run cities (hereinafter collectively referred to as provincial level).

- Decision of the People's Committee at the provincial level.

- legislative documents of local government in special administrative - economic units.

- Resolution of the People's Council of districts, urban districts, district-level towns, cities under province, cities under centrally-run city (hereinafter collectively referred to as district level).

- Decision of the People's Committee at the district level.

For detailed content, refer to Law on Promulgation of legislative documents 2025, effective from April 1, 2025.

The adjustment of the 2025 law and ordinance development program is implemented according to the provisions of this Law from the date this Law is passed.
