At Official Dispatch 2241/BHXH-CSYT, the Ministry of Health has provided solutions to some difficulties and obstacles in the implementation of payment for medical examination and treatment (MET) costs covered by health insurance (HI), including:
- Payment for medical examination visits exceeding the prescribed limit;- Payment for inpatient bed days in the following cases:- Additional beds beyond the planned quota assigned;- Beds without air conditioning or with air conditioning that is not used by patients;- Beds in regional polyclinics;- Payment for technical services not meeting the prescribed standards. To be specific: not meeting the regulated time, lower than the stipulated standards by the Ministry of Health and certain surgeries performed with local anesthesia and not general anesthesia;- Payment for technical service costs performed with privately invested machinery and equipment (including joint venture machines; leased machines; borrowed machines; machines given or donated)
At the same time, the Social Insurance also proposed that the Ministry of Health re-evaluate certain issues related to the issuance of activity licenses, practicing certificates, and the scope of professional activities.
