SMEs Can Participate in Self-Certification of ASEAN Goods

Circular 27/2017/TT-BCT amending and supplementing Circular 28/2015/TT-BCT regulating the pilot implementation of self-certification of goods origin in the ASEAN Trade in Goods Agreement.

Traders selected to participate in the pilot self-certification of ASEAN goods origin are not required to meet the criteria of having a minimum export turnover to ASEAN of 10 million U.S. dollars in the previous year. Instead, selected traders must meet the following criteria:

- Be a small and medium enterprise or larger;- Have staff trained, certified, or have a certificate in goods origin issued by a training unit designated by the Ministry of Industry and Trade according to Circular 28/2015/TT-BCT.- Be both the producer and exporter of goods produced by the trader.- Not violate origin regulations within the past 02 (two) years as of the date of application.

Circular 27/2017/TT-BCT is effective from December 06, 2017.
