Rights and responsibilities of National Assembly Deputies and People's Council Deputies of Vietnam

- National Assembly delegates and People's Council delegates shall be proactive and active in engaging with voters; encourage and motivate voters to express their thoughts, aspirations, and proposals on issues of concern; prepare content and documents for voter engagement; research the results of resolutions and responses from competent authorities, organizations, individuals; provide full information on the resolution outcomes and responses to voters' proposals, and promptly address issues of concern or proposals raised by voters.

- National Assembly delegates and People's Council delegates have the right to refuse voter engagement if security and safety for the delegates are not ensured, or if the principles prescribed in Clauses 1, 2, 4, 5, and 6, Article 3 of the Joint Resolution 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTTQVN are not adhered to.

- National Assembly delegates and People's Council delegates have the right and responsibility to engage with voters in the electoral area, place of residence, workplace; engage with voters on specific topics, sectors, groups; engage with voters outside the province or city where the National Assembly delegates were elected, and outside the electoral unit of the People's Council delegates.

- National Assembly delegates shall participate in the development of programs and plans for voter engagement of the National Assembly Delegation; execute the assignments from the National Assembly Delegation regarding voter engagement.

- People's Council delegates at the provincial and district levels are responsible for engaging with voters according to the plan of the People's Council Delegation of the same level. People's Council delegates at the commune level engage with voters as assigned by the Standing Committee of the People's Council at the commune level.

- People's Council delegates have the right to propose that the People's Council Delegation at the provincial and district levels, the Standing Committee of the People's Council at the commune level organize voter engagement outside of the program, plan of the People's Council Delegation at the provincial and district levels, the Standing Committee of the People's Council at the commune level.
