On September 06, 2017, the Ministry of Education and Training (MOET) issued Circular 22/2017/TT-BGDDT stipulating the conditions, procedures, and processes for opening training programs, suspending admissions, and revoking decisions to open undergraduate training programs.

Requirements regarding the number of lecturers (GV) for undergraduate training groups are stipulated as follows:

- Foreign Language Group: at least 6 lecturers with a master's degree or higher. Among them, there should be 1 doctor and 3 masters or 2 doctors and 1 master in the registered training field;- Arts Group: at least 10 permanent lecturers in the same or related fields. Among them, there should be 1 doctor and 3 masters in the registered training field;- Health Group: at least 1 lecturer with a diploma, thesis, or dissertation relevant to the teaching subject and ensure the number of doctors in each field according to regulations;- Other Groups: at least 10 lecturers with a master's degree or higher. Among them, there should be 1 doctor and 4 masters or 2 doctors and 2 masters in the registered training field.

Circular 22/2017/TT-BGDDT is effective from October 23, 2017.
