Circular 28/2017/TT-BCT amending, supplementing, and abolishing certain Circulars in the fields of petroleum trading, conformity assessment services, and import-export within the state management scope of the Ministry of Industry and Trade.

within 20 days (the current regulation is 30 days) from the date of receiving a complete and valid application, the Department of Industry and Trade is responsible for appraising, inspecting the actual capacity, and issuing the Certificate, confirmation for the following documents:

- Certificate of Eligibility for Petrol and Oil Retail Outlet;- Confirmation of Eligibility to Act as a General Agent in Oil and Petrol Trading;- Confirmation of Eligibility to Act as a Retail Agent for Petrol and Oil.

In the case of new issuance, additional issuance, modification, or reissuance of the Certificate, confirmation, the trader shall send one set of documents to the Department of Industry and Trade via Official Dispatch or electronically to the address specified by the Department of Industry and Trade on the electronic information network.
