The Minister of Natural Resources and Environment of Vietnam issues Circular 07/2025/TT-BTNMT dated February 28, 2025, amending and supplementing certain articles of Circular 02/2022/TT-BTNMT specifying detailed implementation of certain provisions of the Law on Environmental Protection 2020.
The self-auditing of environmental compliance by manufacturing, business, and service facilities is regulated as follows:
- The self-auditing of environmental compliance is conducted by the manufacturing, business, and service facilities themselves in accordance with the provisions specified in Clause 2, Article 74 of the Law on Environmental Protection 2020.
- The manufacturing, business, and service facilities conduct self-auditing of environmental compliance through the following steps:
+ Develop a plan, determine the process, and allocate resources to conduct the environmental audit;
+ Compile a list and content required for the environmental audit;
+ Link and verify existing legal documents against the actual management system;
+ Review completed items, evaluate work effectiveness, identify unmet items, and propose management and handling measures;
+ Approve the environmental audit report.
- Facilities are encouraged to conduct self-auditing of environmental compliance on the following:
+ Gather and compile data on the usage of raw materials, fuels, materials, scrap (types of scrap, HS codes, expected import volume), electrical energy, chemicals used, and the sources of electricity and water supply to the facilities;
+ Assess the efficiency and quantity of raw materials, fuels, energy, input materials use, and the origin of various types of waste generation;
+ Evaluate compliance with regulations on pollution control and waste management (outcomes of environmental protection works completion, environmental incident response plans); the volume of each type of waste generated; accompanying waste treatment measures; issues that have not met pollution control and waste management requirements;
+ Propose action plans: Action plans to minimize loss and waste of input raw materials and fuels and reduce waste generation; action plans to better comply with regulations on pollution control and waste management.
