Promulgating 02 National Technical Regulations on imported scrap from foreign countries for use as production materials in Vietnam

02 national technical regulations on imported scrap from foreign countries for use as production materials in Vietnam are issued together with Circular 44/2024/TT-BTNMT

(1) QCVN 32:2024/BTNMT - National Technical Regulation on the environment for plastic scrap and plastic fragments imported from foreign countries for use as production materials;

(2) QCVN 33:2024/BTNMT - National Technical Regulation on the environment for paper scrap imported from foreign countries for use as production materials.

Regarding transitional provisions, plastic scrap and plastic fragments, paper allowed to be imported from foreign countries based on a certificate confirming environmental protection conditions for importing scrap materials for production or an environmental permit issued by a competent authority before the Decision 13/2023/QD-TTg dated May 22, 2023, by the Prime Minister of Vietnam promulgates the List of Scrap Materials Permitted for Import from Foreign Countries for use as production materials shall continue to apply the technical regulations QCVN 32:2018/BTNMT, QCVN 33:2018/BTNMT (issued together with Circular 08/2018/TT-BTNMT dated September 14, 2018) until the expiration of the component environmental permit or environmental permit, except in cases where import organizations or individuals importing scrap materials from foreign countries for use as production materials request to apply the provisions under Circular 44/2024/TT-BTNMT;

Shipments of plastic scrap and plastic fragments, paper imported that undergo customs procedures before the effective date of Circular 44/2024/TT-BTNMT shall continue to be considered and resolved according to the provisions of Circular 08/2018/TT-BTNMT dated September 14, 2018, issued by the Minister of Natural Resources and Environment setting forth the national technical regulations on the environment, except for cases where organizations or individuals importing scrap materials from foreign countries for use as production materials request implementation under the provisions of Circular 44/2024/TT-BTNMT.
