Principles for establishing prices for electricity system operation dispatch and electricity market transaction administration in Vietnam

The principles for establishing pricing for electricity system operation dispatch and power market transaction management are guided as follows:

- The pricing for electricity system operation dispatch and power market transaction management is determined annually based on reasonable, valid costs and permissible profits to enable the Electricity System and Power Market Operation Unit to preserve and develop business capital, fulfilling tasks related to electricity system operation dispatch and power market transaction management within the year.

- The pricing for electricity system operation dispatch and power market transaction management is adjusted according to actual fluctuations of input parameters, including exchange rate fluctuations, loan interest rates, electricity output, depreciation costs for fixed assets, taxes, fees, and other payments to the state, or in cases of incidents, disasters, or force majeure events as prescribed by emergency regulations and related legal provisions, causing fluctuations in the operating costs of electricity system operation dispatch and power market transaction management.

- When the pricing for electricity system operation dispatch and power market transaction management is updated according to the actual fluctuations of the aforementioned input parameters (with other parameters remaining unchanged) or in the case of incidents, disasters, or force majeure events leading to changes of ±1% or more compared to the approved pricing for the year, the pricing for electricity system operation dispatch and power market transaction management will be considered for adjustment following the procedures outlined in Article 11 of Circular 15/2025/TT-BCT.
