Plan for issuing guiding documents for the Law on Water Resources 2023 in Vietnam

Plan for drafting, issuing detailed regulations and guiding the implementation of the Law on Water Resources 2023 as follows:

(1) Drafting documents according to Decision 19/QD-TTg dated January 8, 2024, of the Prime Minister of the Government of Vietnam on issuing the List and assigning the agency responsible for drafting detailed regulations for implementing the laws and resolutions passed by the 15th National Assembly at the 6th session

- Agency in charge of drafting: Ministry of Natural Resources and Environment.

- Submission time: April 2024.

(2) Drafting Decree on sanctioning administrative violations in the field of water resources according to Resolution 01/NQ-CP dated January 5, 2024, of the Government of Vietnam on key tasks and solutions to implement the Socio-Economic Development Plan and state budget estimates for 2024

- Agency in charge of drafting: Ministry of Natural Resources and Environment.

- Submission time to the Government of Vietnam: December 2024.

(3) Drafting a Decree with regulations on the production, supply, and consumption of domestic water according to the provisions of Clause 5, Article 43 of the Law on Water Resources 2023

- Agency in charge of drafting: Ministry of Agriculture and Rural Development and Ministry of Construction according to their assigned state management functions.

- Submission time to the Government of Vietnam: Before 2026.

(4) Reviewing and issuing other regulatory documents assigned in the Law on Water Resources 2023

- Documents with regulations on standards and technical regulations to ensure safety, economical and efficient use of water, reducing the rate of water loss (based on Point b, Clause 3, Article 43 of the Law on Water Resources 2023):

+ Agency in charge of drafting: Ministry of Construction.

+ Implementation time: From 2024 to 2026.

- Documents with regulations on national technical standards for clean water quality used for domestic purposes (based on Point b, Clause 3, Article 43 of the Law on Water Resources 2023):

+ Agency in charge of drafting: Ministry of Health.

+ Implementation time: From 2024 to 2026.

- Documents with regulations on national technical standards for construction planning, and national standards for technical infrastructure works to increase the permeability, storage, and drainage of rainwater, ensuring groundwater recharge and preventing flooding (based on Clause 8, Article 63 of the Law on Water Resources 2023):

+ Agency in charge of drafting: Ministry of Construction.

+ Implementation time: From 2024 to 2026.

- Documents with regulations on national technical standards for construction works (based on Clause 5, Article 66 of the Law on Water Resources 2023):

+ Agency in charge of drafting: Ministry of Construction and Ministry of Transport.

+ Implementation time: From 2024 to 2026.
