Personal profile for consideration and hiring to hold the position of leader of a public S&T organization in Vietnam

A personal profile to consider hiring to hold the leadership position of a public S&T organization in Vietnam includes:

- Certified copies or certified by competent authorities on the validity of diplomas and certificates; Scientific background; documents evidencing professional qualifications, results of scientific and technological activities and experiences specified in Article 5 of Circular 07/2023/TT-BKHCN; passports or valid papers in lieu of passports or valid international travel documents as prescribed by law.

- Judicial record or document from a foreign or Vietnamese competent authority certifying that the applicant is not a criminal or is being examined for penal liability.

- The commitment of the person to be considered for hiring to hold the leadership position of a public science and technology organization that does not work for a political organization or socio-political organizations abroad or in Vietnam that have activities against the guidelines and lines of the Party, policies, and laws of the State of Vietnam, made according to Form No. 01 in the Appendix promulgated together with Circular 07/2023/TT-BKHCN.

- Copies of documents in foreign languages specified in Clauses 1 and 2, Article 7 of Circular 07/2023/TT-BKHCN, translated, certified, and legalized.

Standards for foreign experts to be hired to hold leadership positions of public S&T organizations

Conditions and criteria for overseas Vietnamese and foreign experts to be hired to hold the title of leader of a public science and technology organization include:

- Having professional qualifications and results of scientific and technological activities as prescribed in Clause 1, Article 3 of Decree 87/2014/ND-CP, as amended and supplemented in Clause 1, Article 2 of Decree 27/2020/NĐ-CP, and having the health to meet the job requirements.

- Not being a person who is being examined for penal liability or is serving a sentence; being banned from holding certain posts, practicing certain professions, or doing certain jobs that have not yet been expunged in accordance with the laws of Vietnam and foreign countries where they are currently residing and working.

- Not being a person who is working for a political organization or socio-political organization abroad or in Vietnam that has activities against the guidelines and lines of the Party, policies, and laws of the State of Vietnam. .

- Satisfying the conditions under the labor law to be allowed to work in Vietnam.

- The person hired to assume the title of head or deputy head of the head of a public science and technology organization, in addition to the conditions and criteria specified in Clauses (1), (2), and (3), must have at least 3 years of experience in leadership positions of research groups at Research Institutes, Universities, foreign scientific and technological organizations, corporations, and foreign enterprises in majors directly related to the field of operation of the public science and technology organization.

Circular 07/2023/TT-BKHCN takes effect from July 10, 2023.
