On August 21, 2019, the Minister of Health issued Circular 21/2019/TT-BYT providing pilot guidance on family medicine activities.

This Circular provides pilot guidance on the position, functions, and tasks of family medicine facilities including:

- Commune, ward, and commune-level town health stations; infirmaries; health stations of agencies, units, and organizations;- Private general clinics and specialized clinics;- General clinics, regional general clinics, specialized clinics under district health centers, and military-civilian clinics;- Outpatient departments of district hospitals or district health centers or hospitals affiliated to medical universities.

Additionally, this Circular also prescribes the tasks of family doctors and the regulations on professional diplomas and family medicine training certificates.

Circular 16/2014/TT-BYT guiding the pilot on family doctors and family doctor clinics will cease to be effective, and the term "family doctor clinic" in Circular 16/2014/TT-BYT is replaced by the term "family medicine facility" in Circular 21/2019/TT-BYT.

For details, see Circular 21/2019/TT-BYT which takes effect on October 15, 2019.
