On December 27, 2019, the Ministry of Agriculture and Rural Development issued Circular 25/2019/TT-BNNPTNT regulating forest fire prevention and fighting.

The spending levels for fire watchmen and those participating in fire fighting will differ for individuals receiving salaries from the state budget (NSNN) and those not receiving salaries from the state budget, specifically as follows:

For individuals receiving salaries from the state budget:

- Enjoy policies according to Clause 2 of Decree 30/2017/ND-CP;- In case of being mobilized to perform forest fire watch duties outside of working hours, overtime pay will be provided as stipulated.

For individuals not receiving salaries from the state budget:

- Individuals mobilized to participate in forest fire fighting: They will receive a labor day allowance at a minimum rate of 0.1 times the statutory pay rate. If they participate in forest fire fighting from 10:00 PM the previous day to 6:00 AM the following day, the rate is doubled;- Forest fire watchmen: For forests directly managed by the commune-level People's Committee, follow Clause 1, Article 3 of Decision 07/2012/QD-TTg. In the case of forests directly managed by organizations or individuals, the forest owner decides the payment according to the contract.
