List of plant quarantine objects subject to pest risk analysis before importation into Vietnam

The List of plant quarantine objects subject to pest risk analysis before importation into Vietnam includes:

- Propagating materials: Seedlings, seeds, tubers, and other plant parts capable of propagation (excluding plants in tissue culture, seeds of cruciferous plants, rice seeds, corn, millet, onion, and garlic seeds).

- Fresh fruits, fresh sweet potatoes, fresh potatoes.

- Grass, grass seeds used for sowing purposes.

- Beneficial organisms used in the field of plant protection (excluding beneficial organisms imported in the form of biological plant protection agents).

- Other plant quarantine articles with a high risk of carrying plant quarantine pests as determined by the Plant Protection Department and reported to the Minister of Agriculture and Rural Development for decision.

Plant quarantine articles exempt from pest risk analysis in Vietnam

Plant quarantine articles stipulated in Article 2 of Circular 14/2024/TT-BNNPTNT are exempt from pest risk analysis in the following cases:

(1) Propagating materials imported for scientific research or experimentation, evaluation in laboratories.

(2) Beneficial organisms used in the field of plant protection imported for scientific research or experimentation, evaluation in laboratories.

(3) In other cases, the Plant Protection Department reports to the Minister of Agriculture and Rural Development for decision.

(4) The importation of articles specified in items (1), (2), and (3) must have an import plant quarantine permit and comply with plant quarantine regulations.

Circular 14/2024/TT-BNNPTNT takes effect from December 15, 2024.
