Resolution 97/2019/QH14 on Pilot Implementation of Urban Government Model in Hanoi City was issued on November 27, 2019.

Piloting the organization model of urban government in Hanoi city as follows:

- Local government in Hanoi city, district, town, district-level town, commune, and commune-level town is the level of local government consisting of the People's Council and the People’s Committee;- Local government in the wards of districts, district-level towns in Hanoi city is the Ward People's Committee (this pilot does not organize the Ward People's Council).

In which the Ward People's Committee is the state administrative agency at the ward level, performing the tasks and powers as prescribed by this Resolution and according to the decentralization and authorization of the People’s Committee and Chairman of the People's Committee of Hanoi city, the People’s Committee and Chairman of the People’s Committee of the district, district-level town.

The pilot implementation of the urban government model in Hanoi city is carried out from July 1, 2021, until the National Assembly decides to terminate the pilot.
