On November 15, 2024, the Minister of Transport of Vietnam issued Circular 39/2024/TT-BGTVT stipulating the load capacity and dimensional limits of roadways; the circulation of oversized vehicles, overloaded vehicles, tracked vehicles on roads; oversized and overweight cargo, transportation of oversized and overweight cargo; loading goods onto road transport vehicles; issuance of circulation permits for overloaded vehicles, oversized vehicles, tracked vehicles, and vehicles transporting oversized and overweight cargo on roads.
- Transport units must select vehicles appropriate for the size and weight of the goods to be transported. The goods being transported must be compatible with the structure of the cargo compartments and the functionality of the transport vehicle.
- Loading of goods on road vehicles participating in road traffic must comply with regulations regarding the total weight of the vehicle, axle load, axle groups, height, width, and length permissible for goods loading as stipulated in Articles 14, 15, 16, and 17 of Circular 39/2024/TT-BGTVT and must not exceed the allowable transport weight noted in the technical safety and environmental protection inspection certificate of the vehicle, unless a permit for vehicles exceeding weight or size limits, or for transporting oversized or overweight goods on the road, is issued.
- Goods loaded on vehicles must be arranged neatly, evenly distributed, securely fastened, and appropriately padded to ensure no movement in any horizontal, longitudinal, or vertical direction; adhere to environmental hygiene regulations; prevent spillage during transportation; not obstruct the driver's view; not cause the vehicle to lose balance or inconvenience the driver while maneuvering; not obscure lights, registration plates, and safety warnings of the vehicle. Commonly used equipment for reinforcing, securing, padding goods is guided in Appendix X attached to Circular 39/2024/TT-BGTVT.
- For goods such as machinery and vehicles, all fuel must be drained from the tanks before loading onto the vehicle. The method of loading machinery and vehicle goods is guided in Appendix XI attached to Circular 39/2024/TT-BGTVT.
- The loading of goods that have been packaged into bags, parcels, crates, rolls, or blocks is carried out according to the manufacturer's instructions.
- Loading of hazardous goods onto vehicles is conducted in compliance with regulations on the transport of hazardous goods by road motor vehicles and regulations in Chapter V of Circular 39/2024/TT-BGTVT.
