The Minister of Natural Resources and Environment of Vietnam issues Circular 40/2024/TT-BTNMT dated December 27, 2024, regarding the economic-technical norms for certain work items in the assessment of marine sand mineral resources.

Economic-technical norms in the assessment of marine sand mineral resources in Vietnam

Economic-technical norms for certain work items in the assessment of marine sand mineral resources is issued together with this Circular.

These economic-technical norms regulate labor, equipment, fuel, energy, tools, instruments, and consumable materials applicable to certain work items in the assessment of marine sand mineral resources, including the following 5 work items:

- Geological work;

- Investigation of the current state of environmental geology and geological hazards to forecast the impact of mining activities;

- Surveying work;

- Geophysical work;

- Execution of evaluation works, sampling in evaluation works.

Contents not included in the norms

- Transportation costs for people and machinery from the unit headquarters to the assembly point for fieldwork preparation;

- Survey costs, preparation for offshore drilling by rigs;

- Transportation costs for core samples from the assembly point to the storage warehouse;

- Costs of renting ships for offshore execution;

- Costs of renting drilling rigs;

- Costs of renting cranes for installing and dismantling drilling rigs and offshore drilling equipment by rigs;

- Costs of renting wharves and docks for installing, dismantling drilling rigs, and construction equipment;

- Costs of renting warehouses for sample storage and berth docks;

- Costs of renting equipment for offshore work;

- Calibration and inspection costs for machinery;

- Costs of purchasing fresh water for living purposes and for offshore drilling by rigs;

- Costs of purchasing topographic maps;

- Insurance costs for people and machinery going offshore;

- Meal per diem costs according to policies for offshore drilling by rigs;

- Costs of renting headquarters for project management;

- Costs of using internet system transmissions;

- Costs due to noise pollution;

- Transportation costs for vibration piling devices to the dock for installation and from the dock after dismantling back to the assembly point;

- Renting transportation vehicles costs for people from the temporary assembly point to the dock and vice versa for the installation, dismantling of drilling rigs, and vibration piling devices;

- Installation costs for lifting equipment (A-frame cranes, hydraulic cranes) onboard;

- Rental costs for A-frame cranes, hydraulic cranes, craning machines for installing and dismantling vibration piling devices;

- Installation costs for safety systems: safety railings, life buoys, lifeboats, lighting systems, and warning lights offshore;

- Travel costs for local, border guard liaison, hiring pathfinders, security during offshore execution;

- Costs of renting dock berths for mooring ships to install equipment.
