Duties and powers of the Ministry of Industry and Trade of Vietnam regarding e-commerce and the digital economy

February 26, 2025, the Government of Vietnam issued Decree 40/2025/ND-CP stipulating the functions, duties, powers, and organizational structure of the Ministry of Industry and Trade.

Duties and powers of the Ministry of Industry and Trade of Vietnam regarding e-commerce and the digital economy

The duties and powers of the Ministry of Industry and Trade of Vietnam regarding e-commerce and digital economy are as follows:

- Execute state management over e-commerce. Lead, coordinate, and organize the implementation of strategies, plans, development programs for e-commerce, policies, and laws to regulate e-commerce activities;

- Organize the implementation of mechanisms to encourage, support, and guide the development of new business models on e-commerce applications, and the application of digital technology in the industrial and trade sectors;

- Provide guidance and inspect the content and conditions of e-commerce activities; manage and supervise e-commerce activities and business models based on digital technology applications in accordance with legal provisions;

- Establish and operate essential infrastructures for e-commerce; develop shared architectural frameworks and technical platforms for business models based on digital technology applications in the industrial and trade sectors;

- Develop and enhance e-commerce infrastructure and digital technology applications in the industrial and trade sectors, support enterprises to interlink through value chains, develop markets to promote export activities;

- Implement state management of digital transformation in sectors and fields under the state management scope of the ministry, developing the digital economy in the industrial and trade sectors;

- Establish, manage, and operate the Energy Information System of the industrial and trade sector to carry out data governance activities, data sharing governance, data exploitation, organize surveys, collection, aggregation, and update of energy information data.
